BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION: 1) ACCEPTING A SAFE AND DRUG FREE SCHOOLS AND COMMUNITIES GRANT FROM THE STATE OF CALIFORNIA DEPARTMENT OF ALCOHOL AND DRUG PROGRAMS (DADP) FOR THE SOUTH COAST PROJECT IN THE AMOUNT OF $1,125,000 FOR THE TERM OCTOBER 1, 2007 THROUGH SEPTEMBER 30, 2012; 2) AUTHORIZING THE DIRECTOR OF HEALTH OR THE DIRECTOR’S DESIGNEE TO EXECUTE DOCUMENTS NECESSARY TO THE GRANT IMPLEMENTATION; AND; AND 3) WAIVING THE REQUEST FOR PROPOSALS (RFP) PROCESS REQUIREMENT FOR AGREEMENTS WITH LA HONDA-PESCADERO UNIFIED SCHOOL DISTRICT, SOUTH COAST CHILDREN’S SERVICES, AND WESTED FUNDED BY THE GRANT.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, Alcohol and Other Drug Services (AOD), in collaboration with the La Honda-Pescadero Unified School District and community-based service providers, has identified a need to address high-rate use/binge drinking among youth of San Mateo County’s South Coast; and

 

WHEREAS, AOD submitted a grant application to the DADP for the South Coast Project for services addressing the identified needs in the South Coast for the term of October 1, 2007 through September 30, 2012; and

 

WHEREAS, AOD has now received notice of grant awards for the five-year project to fund said services in the amount of $1,125,000; and

 

WHEREAS, the grant application, reference to which is hereby made for further particulars, has been presented to this Board of Supervisors for its consideration and acceptance; and

 

WHEREAS, Ordinance Code Section 2.92.160 authorizes the Board of Supervisors to waive the Request for Proposals process in any situation where the Board of Supervisors determines that the best interest of the County could be served without the necessity of proposals; and

 

WHEREAS, the grant application specifies that the La Honda-Pescadero Unified School District and South Coast Children’s Services will be the service providers for The South Coast Project and WestEd will be the evaluator for services funded by the grant; and

 

WHEREAS, this Board has been asked to waive the Request for Proposals process in order for AOD to contract with La Honda-Pescadero Unified School District, South Coast Children’s Services, and WestEd; and

 

WHEREAS, this Board has determined that it is in the best interest of the County to waive the Request for Proposals process:

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the County requirement for the Request for Proposals process for La Honda-Pescadero Unified School District, South Coast Children’s Services, and WestEd for services funded by the aforementioned grant is hereby waived.

 

BE IT FURTHER RESOLVED that the Board of Supervisors accepts aforementioned grant award for and on behalf of the County of San Mateo.

 

BE IT FURTHER RESOLVED that the Director of Health or the Director’s designee is hereby authorized to execute all necessary documents for implementation of the aforementioned grant.
