RESOLUTION A) AUTHORIZING EXECUTION OF THE MEMORANDUM OF UNDERSTANDING AUTHORIZING PARTICIPATION OF THE AGRICULTURAL COMMISSIONER/SEALER DIVISION, THE DEPARTMENT OF PARKS AND THE DEPARTMENT OF PUBLIC WORKS IN THE SAN MATEO COUNTY WEED MANAGEMENT AREA FOR THE TERM DECEMBER 4, 2007 THROUGH JUNE 30, 2008; B) AUTHORIZING THE AGRICULTURAL COMMISSIONER TO EXECUTE ANY DOCUMENTS NECESSARY TO IMPLEMENT THE MEMORANDUM OF UNDERSTANDING, TO SEEK GRANT FUNDING FOR LOCAL WEED CONTROL PROJECTS AND TO ENTER INTO ANY AMENDMENTS TO THE MEMORANDUM OF UNDERSTANDING THAT DO NOT INVOLVE THE EXPENDITURE OR COMMITMENT OF COUNTY FUNDS

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, it is in the public interest to prevent the introduction, establishment, and spread of non-native, invasive weed species into the County’s parks, open space, rangeland and agricultural areas; and

 

WHEREAS, infestations of noxious weeds threaten the economic value and natural resources of public and private lands throughout the County and can be controlled through integrated pest management techniques; and

 

WHEREAS, the California Food and Agricultural Code, Division 4, Part 4, Chapter 1, Article 1.7 (commencing with Section 7270) authorizes the formation of local weed management areas for the purpose of managing and eradicating noxious weeds; and

 

WHEREAS, the San Mateo County Agricultural Commissioner/Sealer Division, the San Mateo County Department of Parks, and the San Mateo County Department of Public Works are currently engaged in weed management efforts and can benefit from continued participation in a local weed management area; and

 

WHEREAS, the San Mateo County Weed Management Area Memorandum of Understanding renews participation in the local weed management area by and among the County of San Mateo, California Department of Food and Agriculture, California Department of Parks and Recreation, Midpeninsula Regional Open Space District, San Francisco Public Utilities Commission-Water Department, California Department of Transportation (Caltrans), San Mateo County Farm Bureau, Friends of Edgewood Natural Preserve, San Francisquito Creek Watershed Council, Pescadero Conservation Alliance, Peninsula Open Space Trust, California Native Plant Society, University of California Cooperative Extension, and San Mateo County Resource Conservation District; and

 

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance a Memorandum of Understanding for the San Mateo County Weed Management Area for the term December 4, 2007 through June 30, 2008, reference to which is hereby made for further particulars; and

 

WHEREAS, this Board has been presented with a form of such a Memorandum of Understanding and said Board has examined and approved same as to both form and content and desires to enter into same:

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Board of Supervisors of San Mateo County hereby approves the participation of the San Mateo County Agricultural Commissioner/Sealer Division, the San Mateo County Department of Parks and the San Mateo County Department of Public Works in the San Mateo County Weed Management Area; and

 

IT IS FURTHER RESOLVED AND ORDERED that the President of this Board is authorized and directed to sign the San Mateo County Weed Management Area Memorandum of Understanding and that the Board of Supervisors hereby delegates to the Agricultural Commissioner the authority, on behalf of the County, to execute any documents necessary to implement the San Mateo County Weed Management Area Memorandum of Understanding, to seek grant funding for local weed projects, and to enter into any amendments to the Memorandum of Understanding that do not involve the expenditure or commitment of County funds.
