In November 2006 your Board approved the Alcohol and Other Drug Strategic Plan, Strategic Directions 2010. To implement the prevention strategies and services outlined in this strategic plan and the Roadmap for Alcohol, Tobacco and Other Drug Prevention, a Request For Proposals (RFP) process was initiated in April 2007. The RFP called for either prevention planning or implementation proposals focusing on specific geographic areas of the County to implement and sustain effective alcohol and other drug prevention efforts. A total of fourteen proposals were received. The review committee recommended three planning proposals and one implementation proposal submitted by Asian American Recovery Services, Inc. | |||
DISCUSSION: | |||
Based on the recommendations of the RFP review committee, AARS was selected to lead a community-based partnership in an implementation effort in Daly City and Pacifica. This partnership will promote and improve connections between individuals, peers, families and communities; reduce access to and availability of alcohol and other drugs to youth; and build on community assets in order to deliver a full range of prevention based activities. Agreements with three providers to lead community-based partnership planning efforts in East Palo Alto, Half Moon Bay and La Honda/Pescadero will be presented separately to the County Manager’s Office. | |||
The Agreement has been reviewed and approved by County Counsel and Risk Management. The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. | |||
FISCAL IMPACT: | |||
The term of the Agreement is January 1, 2008 through June 30, 2009, for a maximum obligation of $225,000. Funding is provided by the Board of Supervisors to implement the 2010 Strategic Plan. These funds are included in the AOD FY 2007-08 Adopted Budget and the AOD FY 2008-09 Recommended Budget. The Net County Cost is $55,000 in FY 2007-08 and $170,000 in FY 2008-09. |

General Description of RFP |
Community-based partnerships which will plan, implement and sustain effective alcohol and other drug prevention efforts in the communities throughout San Mateo County. These partnerships are defined as cooperative agreements between key community stakeholders who have a strong commitment to the design, support and implementation of a full range of AOD and related problem prevention strategies in their community. |
