Amendment to the Agreement with American Medical Response for

Phlebotomy Services

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute an Amendment to the Agreement with American Medical Response West (AMR) for phlebotomy services extending the term to June 30, 2009 and increasing the amount by $280,410 to $676,410.

BACKGROUND:

Following a Request for Proposals (RFP) process, in May 2005 your Board approved an Agreement with AMR to provide phlebotomy services from July 2005 through December 2006 for a maximum amount of $216,000. In January 2007 your Board approved an Amendment extending the term through December 31, 2007 and increasing the maximum amount to $396,000. The phlebotomy on-site services provided under this Agreement consist of blood specimen evidence (blood draws) used in the prosecution of driving under the influence incidents.

 

AMR is also the countywide emergency ambulance service contractor. The ambulance service contract ends on June 30, 2009.

 

DISCUSSION:

This Amendment extends the term of the Agreement through June 30, 2009 so that it will end at the same time as the emergency ambulance contract. The Amendment also adds $280,410 to the Agreement. There are no changes to the services provided under this Agreement. The charge per blood draw by AMR remains at the same rate of $110 per draw. The actual amount paid to AMR is dependent upon the number of blood draws performed.

 

The Agreement has been reviewed and approved by County Counsel and Risk Management. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of the amended Agreement is July 1, 2005 through June 30, 2009. The Amendment adds $280,410 for a new maximum total amount of $676,410. The annual Net County Cost associated with this Amendment is $156,000 and is included in the Emergency Medical Services FY 2007-08 Adopted Budget.
