Amendments to Flat Rate Agreements with Six Providers of Alcohol and Drug Prevention and Recovery Services

 

RECOMMENDATION:

Adopt a Resolution Authorizing the President of the Board to execute amendments to Flat Rate Prevention Agreements with: 1) Asian American Recovery Services, Inc.; 2) Bay Area Community Resources; 3) El Centro de Libertad; 4) Free At Last; 5) Millbrae School District; and 6) Youth and Family Enrichment Services for Alcohol and Drug Prevention Services, extending the term by six months from July 1, 2006 to June 30, 2008, and increasing the amounts respectively from 1) $602,273 to $635,373; 2) $129,829 to $173,962; 3) $593,822 to $604,855; 4) $780,797 to $828,515; 5) $87,152 to $116,778; and 6) $1,473,668 to $1,538,228; for a total increase of $ 230,170, for a maximum obligation of $3,897,711.

The Flat Rate Prevention Agreements contribute to this commitment and goal by providing individuals and families in San Mateo County with the skills and knowledge necessary to live alcohol and drug free lives, which in turn contribute to the health and safety of the communities in San Mateo County.

BACKGROUND:

 

In August 2006 the above listed providers entered into Agreements to provide alcohol and drug prevention services for the term July 1, 2006 through June 30, 2007. Services included nonresidential treatment and residential treatment, driving under the influence programs, deferred entry of judgment programs, aftercare services, intensive day treatment services, perinatal services, treatment readiness services, and a variety of alcohol and drug prevention services. In June of 2007, the Agreements were amended to the term through December 31, 2007, and to add additional funding for all services to allow time for AOD to conduct a Request For Proposals (RFP) process to select providers of services in alignment with Strategic Directions 2010.

 

DISCUSSION

New services addressing problems related to use and abuse of alcohol and other drugs that more closely align with the Alcohol and Other Drug Services Strategic Directions 2010 plan and the Roadmap for Alcohol Tobacco and Other Drug Prevention have been identified as a result of the RFP process and AOD has negotiated the terms and conditions with Providers identified through the RFP process. These services have been negotiated and will be provided under separate Agreements.

 

While funding for these contracts has included the State Negotiated Net Amount (NNA), Drug/Medi-Cal, State CalWORKs and State Aid Public Safety, the current increase of funds is for NNA Prevention services only, because these services will sunset with these Amendments.

 

These contractors have assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. These Agreements have been reviewed and approved by County Counsel and Risk Management.

 

FISCAL IMPACT:

The term of these Flat Rate Agreements is extended six months and the new term is July 1, 2006 through June 30, 2008. The total annual funding obligation is increased by $230,170 and is provided through Negotiated Net Amount (NNA) funds. Funds for these Services are included in the AOD FY 2007-08 Adopted Budget. There is no Net County Cost.
