Amendment to the Agreement with Caminar for Mental Health & Support Services

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute an Amendment to the Agreement with Caminar increasing the maximum by $266,005 to a new maximum of $6,791,820 with no change to the term of July 1, 2007 through June 30, 2008.

The amended Agreement contributes to this commitment and goal by providing transitional residential treatment, housing and housing related services, supported education services, intensive case management and rehabilitative services for mentally ill residents of San Mateo County.

BACKGROUND:

San Mateo County has contracted with Caminar for over 25 years to provide housing and housing related services, supported education services, and rehabilitation services to psychiatrically disabled adult consumers. On September 11, 2007, your Board approved an agreement with Caminar for mental health and support services for the term July 1, 2007 through June 30, 2008 by Resolution 68969. The specific services provided by Caminar include crisis residential treatment services, transitional residential treatment services, medication support, case management, intensive case management, and rehabilitation services for psychiatrically disabled adults. The Agreement also includes enhanced supported education services for transition-age youth with emotional and behavioral difficulties, and fiscal oversight of Mental Health Services Act co-occurring grant funds for the Mental Health Services Contractor’s Association.

 

DISCUSSION:

This Agreement is being amended to add Caminar FY 2006-07 prior year contract savings of $266,005 to the FY 2007-08 budgeted Agreement maximum. These savings are available due to the Contractor’s difficulty recruiting and retaining staff. Caminar will complete the final phase of a three-year plan to increase and align its salaries to improve employee recruitment and retention. The agency is expected to increase third party revenues due to a lower staff vacancy rate and improved retention of skilled employees. The agency understands and agrees that future year program services may need to be adjusted (including potential program reductions) if additional third party revenues are not sufficient to cover this one-time payment limit increase; however, a competitive salary and benefits structure is essential to ensure effective and high quality services to clients.

 

The term of the amended Agreement remains July 1, 2007 through June 30, 2008. The Amendment to the Agreement has been reviewed and approved by County Counsel and Risk Management. The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The Agreement maximum is increased by the one time rollover amount of $266,005 from $6,525,815 to a new maximum of $6,791,820. The savings was anticipated and included in the Behavioral Health and Recovery Services FY 2007-08 Adopted Budget but was not confirmed until Caminar’s year-end cost report was approved. The entire amount of the increase will be from Realignment funds. There is no Net County Cost associated with this amended Agreement.
