SUBJECT:

Second Amendment to the Agreement between the County of San Mateo and Pacific Health Consulting Group

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute a Second Amendment to the Agreement with Pacific Health Consulting Group, extending the contract end date from December 31, 2007 to June 30, 2008, with no change to the maximum obligation of $122,030.

This Amendment contributes to this commitment and goal by helping support the Blue Ribbon Task Force on Adult Health Care Coverage Expansion which explores options to provide health care coverage for uninsured adults living in San Mateo County at or below 400% Federal Poverty Level.

BACKGROUND:

In response to the growing number of uninsured adults in San Mateo County, your Board formed the Blue Ribbon Task Force on Adult Health Care Coverage Expansion (Task Force) on June 26, 2006. Over the next year, the Task Force explored options for providing comprehensive healthcare access and/or insurance coverage to uninsured adults in San Mateo County living at or below 400% Federal Poverty Level.

In November 2006 the County Manager’s Office approved an Agreement with Pacific Health Consulting Group (PHCG) to facilitate and assist the Task Force and its workgroups. In July 2007 your Board approved the first Amendment to this Agreement through Resolution 68878, which extended the term of the Agreement four months and increased the Agreement amount by $73,908, for a total obligation of $122,030.

The 37-member Task Force, comprised of representatives from private and public healthcare provider organizations, labor, cities, chambers of commerce, advocacy groups, the Health Plan of San Mateo, and San Mateo County departments, met seven times to explore key considerations in expanding healthcare coverage and to decide on the preliminary recommendations. Required analysis was conducted through three workgroups: Health Care Model Development, Financing Mechanism, and Population Definition. From this analysis, the Task Force generated recommendations. On July 24, 2007, your Board approved the Task Force’s Preliminary Recommendations through Resolution 68874. The Task Force agreed to develop final recommendations over the next several months.

 

DISCUSSION:

The Task Force has made significant progress in creating principles, establishing a health care model, and assessing the costs of coverage expansion. Over the next several months, the Task Force will continue to explore options for phased expansion, assess the feasibility of various revenue generation mechanisms, and develop final recommendations for your Board.

The Health Department would like to extend the term for this Agreement an additional six months, with no change to the amount of the Agreement, to allow PHCG to continue facilitation of the Task Force meetings through the development of final recommendations.

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. This Amendment and Resolution have been reviewed and approved by County Counsel.

 

FISCAL IMPACT:

This Second Amendment to the Agreement with PHCG extends the term, which was originally September 13, 2006 through December 31, 2007, to the revised term of September 13, 2006 through June 30, 2008, with no change to the maximum obligation of $122,030. Costs of the Agreement are paid for through grants received from the California HealthCare Foundation and Blue Shield of California Foundation and are included in the Health Policy and Planning Adopted FY 2007-08 Budget. Approval of this item has no Net County Cost impact.
