Approval of San Mateo County Department of Public Works Projects for FY 2007-08

 

Recommendation

Adopt a resolution approving specific road projects to be constructed by the Department of Public Works in fiscal year 2007-08 utilizing Proposition 1B bond monies and Road Fund.

These proposed projects will improve County roads for the benefit of the general public.

Adopted the County budget for fiscal years 2007-08 and 2008-09.

 

History

In November 2006, California voters passed Proposition 1B, which authorizes the distribution of bond monies to California agencies for the purpose of maintaining and improving an agency’s road infrastructure.

 

Discussion

Upon finalization of the State of California budget in September 2007, San Mateo County’s share of Proposition 1B bond monies was determined to be $7,180,739.91.

 

Assembly Bill 196 establishes the guidelines regarding the use of these funds.

 

In accordance with Assembly Bill 196, a local agency’s governing body is required to approve a specific list of projects for which the agency intends to utilize Proposition 1B bond monies. Absent such approval, the local agency is ineligible to receive bond fund monies allocated through Proposition 1B.

 

Your Board, through its adoption of the County budget for 2007-08 and 2008-09, previously approved funding allocations for various County maintenance areas. The project listing, attached hereto as Exhibit A, specifies the street segments on which improvements are proposed to be constructed. Streets included on the list were selected and prioritized using the Department’s Pavement Management System software with input from Engineering Division and Road Maintenance Division staff.

 

Additionally, the attached road project listing reallocates some projects that were previously budgeted for 2008-09, based on uncertainty with respect to the amount and timing of bond fund money allocations.

 

The listed road projects are currently projected to be constructed in 2008. However, in order to remain eligible for Proposition 1B bond fund monies allocated by the State, an agency must spend the funds and construct the improvements within three years of the allocation and report to the State upon completion of the construction.

 

A resolution has been approved as to form by County Counsel.

 

Fiscal Impact

The estimated cost of construction of the road projects as listed on Exhibit A is $7,200,000 and is proposed to be financed as follows:
