RECOMMENDATION:

Adopt a resolution:

 

A.

Authorizing the execution of an Agreement with GE Healthcare Technologies for preventive maintenance and service on BioMed and diagnostic Imaging equipment at San Mateo Medical Center (SMMC) and off-site clinics and facilities from November 1, 2007 to October 31, 2012 for a maximum amount payable not to exceed $4,368,792

   

B.

Authorizing the Chief Executive Officer (CEO) of San Mateo Medical Center or designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions

BACKGROUND:

San Mateo Medical Center has been using outside biomedical engineering services for maintenance and repair of patient care and non-patient care medical equipment for the past 25 years.

The previous preventive maintenance and service agreement was terminated due to inadequate performance. That service expense was $666,666 per year. This amount did not cover all of the technology equipment nor did it address many categories of replacement parts. This new contract with GE provides coverage for all current technology as well as replacement parts. There is a 31% increase in annual expense over the previous vendor’s rates due to the updated equipment list and the replacement part coverage. SMMC contracted with GE Healthcare Technologies for interim services while a Request for Proposal (RFP) was conducted for this service.

 

DISCUSSION:

An RFP was conducted in October, 2007. The RFP was sent to six providers of this service. Five vendors submitted proposals. Based on price, a reputation for good service, coverage provision described in the RFP, and a past performance, GE Healthcare Technologies was awarded the contract.

The County manager has approved a waiver allowing San Mateo Medical Center to enter into a five year contract with GE Healthcare Technologies.

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

County Counsel and Risk Management have reviewed and approved this Agreement.

 

FISCAL IMPACT:

The term of this agreement is November 1, 2007 to October 31, 2012, in an amount not to exceed $4,368,792 ($856,457 in Year 1, $865,022 in Year 2, $873,672 in Year 3, $882,408 in Year 4, and $891,233 in Year 5). Funds are in the San Mateo Medical Center’s FY 2007-08 Adopted Budget. Funds for future years will be included in future fiscal year budget submissions.
