Appropriation Transfer Request

 

RECOMMENDATION:

Approve an Appropriation Transfer Request (ATR) transferring $187,920 in existing budgeted funds from Gang Intelligence Unit Org # 30564 to State Project Safe Neighborhood Grant Account Org # 30568.

This transfer will allow better management of grant funds and accountability.

 

BACKGROUND:

In 2007, the San Mateo County Sheriff’s Office, in conjunction with the San Mateo County Police Chief’s Association, applied for and received a grant from the State Office of Emergency Services totaling $187,920. The funds are to be used for anti gang initiatives through the Countywide Gang Task Force. There were 46 identified gangs in San Mateo County in 2006, with 2,056 gang members committing at least 175 violent offences, and numerous other lesser offences. Funding and revenue for the grant were included in the Sheriff’s 2007-08 Budget.

   

DISCUSSION:

Grant funds will be used to reimburse County and City law enforcement agencies for Gang Task Force officer participation and assigned command staff (duty Lieutenants). A secondary use will be purchase of specialized surveillance equipment and crime analysis computer hardware and software.

The timing of the grant award just prior to the September Budget Hearings did not allow sufficient time to establish a new Org structure, so the existing org unit for the Gang Intelligence Unit (30564) was used for budgeting the grant. Since then, a new org for the State Project Safe Neighborhood Grant (30568) has been established. This ATR simply transfers the budgeted funds from the old org to the new one.

 

FISCAL IMPACT:

There is no net effect on net County cost. Grant revenue and expenditures were budgeted in the Gang Intelligence Unit account in this Fiscal Year’s budget, in anticipation of receiving the grant. This request transferring the revenue and expenditures into a newly created org set up specifically for this Grant, has no net fiscal impact on the Sheriff’s Office, nor County budget.
