SUBJECT:

Security Policy for the Housing Authority’s Public Housing Program

 

RECOMMENDATION:

Adopt a Resolution approving a Security Policy as an appendix to the Admissions and Continued Occupancy Plan for the Housing Authority’s Public Housing Program.

BACKGROUND:

The Housing Authority is responsible for the provision of decent, safe and sanitary housing in good repair. It also has a major responsibility to see that residents are provided with a safe and secure living environment. The Housing Authority’s security is assessed through HUD’s Public Housing Assessment System (PHAS) which measures the performance of Housing Authorities. The Housing Authority is evaluated on several components under PHAS relating to security.

 

DISCUSSION:

In April 2007, the Housing Authority received a Consolidated Review audit from HUD. The auditors commented favorably about the Housing Authority processes and procedures relating to security, but a finding was issued stating the Housing Authority must update its formal policies and obtain Board approval for them. This action of the Board will enable the Housing Authority to implement its revised policies and close the audit finding.

County Counsel has reviewed and approved the Resolution as to form.

FISCAL IMPACT:

There is no Net County Cost associated with this action.
