Adopt a Resolution approving revision of the Procurement Policy for the Housing Authority.

BACKGROUND:
|
Public Housing Authorities are required to establish and follow a written procurement policy that is consistent with 24 CFR 85.36. The current procurement policy for the Housing Authority was Board-approved on April 20, 2004 and requires revision due to changes within HUD procurement regulations.

DISCUSSION:
|
In March 2007, HUD published an update to its Public Housing Procurement Handbook (7460.8, Rev. 2). This update made a few items within the Housing Authority’s current policy obsolete and requires the agency to modify its policy accordingly. These modifications include:
• Establish a micro-purchase limit of $2,000 in accordance with HUD guidelines. Micro-purchases are defined as purchases for which one reasonable quote will be deemed sufficient.
• Include language for solicitations to businesses owned in substantial part by residents (resident-owned businesses).
• Include language regarding the signing authority of the Department of Housing Director.

County Counsel has reviewed and approved the Resolution as to form.
