BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT WITH NORTHSTAR POWER LTD. TO PURCHASE ENERGY PRODUCED BY A PROPOSED COGENERATION SYSTEM DESIGNED, ENGINEERED, CONSTRUCTED, OPERATED, AND MAINTAINED BY NORTHSTAR POWER AT THE SAN MATEO COUNTY HEALTH CAMPUS

 

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, this Board of Supervisors has committed to undertake efforts to reduce energy costs at County facilities; and

 

WHEREAS, the California Energy Commission conducted a study in 2006 and determined that cogeneration at the Health Campus would be cost effective; and

 

WHEREAS, Northstar Power proposes to design, engineer, construct, operate, and maintain a cogeneration system at the San Mateo County Health Campus and sell the energy produced to the County at rates ten percent (10%) below rates the County would otherwise pay to its regular utility provider; and

 

WHEREAS, Section 4217.10 et sec. of the State of California Government Code provides that a governmental agency may enter into an energy service agreement after considering said agreement during a regularly scheduled public hearing, and after making a finding that the anticipated cost for electrical and thermal energy produced by the cogeneration equipment will be less than the anticipated cost for electrical and thermal energy that would have been consumed in the absence of those purchases; and

 

    WHEREAS, this Board has held the requisite public hearing, considered all comments received and now wishes to enter said agreement.

 

    WHEREAS, an agreement has been presented to this Board for its consideration, and the Board has approved the form and content and desires to enter into the agreement.

 

    NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that

 

1.

the anticipated cost for electrical and thermal energy produced by the cogeneration equipment will be less than the anticipated cost for electrical and thermal energy that would have been consumed in the absence of those purchases; and

 

2.

the President of this Board is hereby authorized to enter into said agreement with Northstar Power Ltd. And the Clerk of the Board shall attest to the President’s signature thereto.
