Agreement with the City and County of San Francisco for Fiscal Year 2007-08

 

RECOMMENDATION:

Adopt a Resolution:

   

A)

Authorizing execution of an Agreement with the City and County of San Francisco (CCSF) for the San Mateo County AIDS Program (SMCAP) to provide primary health care, case management and support services to individuals with HIV/AIDS, for the period of March 1, 2007 to February 29, 2008, in the amount of $1,533,213; and

 

B)

Authorizing the Director of Health or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate) and/or extend the contract term up to 90 days and/or modify services in a manner directly related to the current services.

BACKGROUND:

The Ryan White CARE Act (CARE) provides emergency assistance to eligible metropolitan areas that are disproportionately affected by the HIV epidemic by making financial assistance available for the development, organization, coordination, and operation of more effective and cost efficient systems to deliver essential services to individuals and families with HIV disease. CARE Act funds come to the SMCAP through an agreement with CCSF. The amount of funding San Mateo County receives each year is determined by the San Francisco Ryan White CARE Act Planning Council.

 

DISCUSSION:

CARE has provided SMCAP $1,533,213 in CARE funds for FY 2007-08. These funds offset the cost of 14 positions providing direct services to clients with HIV/AIDS. These positions provide interdisciplinary staffing for the AIDS Program Clinic and the Client Services Unit. The funds also pay for medical supplies, laboratory costs, office supplies, and the following contract services: dental care, housing assistance, food services, mental health services, substance abuse treatment, medical specialty services, dietitian services, medical transcription, attendant care, and basic client support. The CARE Act award for March 1, 2007 through February 29, 2008 is $1,533,213. Due to the uncertainty and lateness of the reauthorization of the Ryan White CARE Act funding by Congress, CCSF did not send the Agreement to our office until the end of October 2007.

 

County Counsel has reviewed and approved the Resolution and Agreement as to form.

 

FISCAL IMPACT:

The term of the Agreement is March 1, 2007 through February 29, 2008. The maximum amount of funding for the Agreement is $1,533,213. These funds are included in Public Health FY 2007-08 Adopted Budget. The Ryan White CARE Act requires a Maintenance of Effort which has been met by the allocated Net County Cost for the AIDS Program.
