Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

Government decisions are based on careful consideration of future impact, rather than temporary relief or immediate gain.

The addition of six, deletion of four positions, and converting of two part-time positions to one full-time position will assist departments in meeting their individual performance expectations by assuring that they have staff with the skills necessary to perform the work. The conversion of the unclassified position implements the will of the voters as reflected in their passage of Measure D.

Background

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County service. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make changes to department staffing configurations.

Discussion

The salary ordinance changes herein represent:

adding six positions,

deleting four positions,

converting two part-time positions into one full time position, and

converting one unclassified position to classified status as required by Measure D.

These actions were approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

The specific actions are discussed in detail below.

 
 

ORGANIZATION 39000 PARKS DEPARTMENT

 

Action:

Delete: One position of L042, Gardner

Biweekly Salary: $1,894.40 - $2,368.00

Approximate Monthly Salary: $4,105.00 - $5,131.00

Explanation:

This is the deletion of one Gardener position. This position is being transferred to the Coyote Point Marina. This action represents a monthly salary and benefits savings of $5,134. This action represents a decrease of one in the total number of authorized positions.

Action:

Add: One position of L042, Gardner

Biweekly Salary: $1,894.40 - $2,368.00

Approximate Monthly Salary: $4,105.00 - $5,131.00

Explanation:

This is the addition of one Gardener position. This position is being transferred from Area IV of Parks Maintenance. This action represents a monthly salary and benefits cost of $5,134. This action represents an increase of one in the total number of authorized positions.

Action:

Add: One position of D184S, Management Analyst Series

Biweekly Salary: $2,719.20 - $3,399.20

Approximate Monthly Salary: $5,892.00 - $7,365.00

   

Explanation:

This is the addition of one Management Analyst III position. This position will manage the development of a five-year capital improvement plan (CIP) and the County’s program to ensure access to facilities and programs for individuals covered under the Americans with Disabilities Act (ADA). This action represents a monthly salary and benefits cost of $7,674. This change represents an increase of one in the total number of authorized positions.

 

ORGANIZATION 55000 HEALTH ADMINISTRATION

Action A:

Add: One position of E349, Lead Fiscal Office Assistant

Biweekly Salary: $1,565.60 – $1,956.80

Approximate Monthly Salary: $3,392.00 – $4,240.00

Explanation:

This is the addition of one Lead Fiscal Office Assistant position. This position is being transferred from Public Health. This action represents a monthly salary and benefits cost of $4,397. This action represents an increase of one in the total number of authorized positions.

   

Action C:

Add: One position of D221, Director of Finance

Biweekly Salary: $4,018.40 – $5,023.20

Approximate Monthly Salary: $8,707.00 – $10,885.00

Explanation:

This is the addition of one Director of Finance position. This position is the result of a recent reorganization within the Health Department, which resulted in the deletion of one Health Services Director of Finance in an effort to separate finance and administration operations within the department. This action represents a monthly salary and benefits cost of $11,342. This action represents an increase of one in the total number of authorized positions.

Add: One position of D223, Director of Administration

Biweekly Salary: $4,018.40 – $5,023.20

Approximate Monthly Salary: $8,707.00 – $10,885.00

Explanation:

This is the addition of one Director of Administration position. This position is the result of a recent reorganization within the Health Department, which resulted in the deletion of one Health Services Director of Finance in an effort to separate finance and administration operations within the department. This action represents a monthly salary and benefits cost of $11,342. This action represents an increase of one in the total number of authorized positions.

Delete: One position of D059, Health Services Finance Director

Biweekly Salary: $4,430.40 – $5,537.60

Approximate Monthly Salary: $9,600.00 – $11,999.00

Explanation:

This is the deletion of one Health Services Finance Director position. This position is the result of a recent reorganization within the Health Department, which resulted in the addition of one Director of Administration and one Director of Finance. This action represents a monthly salary and benefits savings of $12,503. This action decreases the total number of authorized positions by one.

Approximate Monthly Salary: $3,112.00 – $3,890.00

Explanation:

This is the conversion of one position from unclassified status to classified status. Measure D adopted by the voters in November 2004 requires that any unclassified positions continuously filled for at least three years be converted to classified status. This position meets that requirement. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions.

Explanation:

This is the combining of two vacant part time Staff Nurse positions to one full time Staff Nurse position. The change is anticipated to save costs, decrease the use of traveler registry and help retain experienced psychiatric nurses who are familiar with the hospital’s population. This action represents no change in monthly salary and benefits cost. This action decreases the total number of authorized positions by one.

The add and delete actions represent a monthly salary and benefits cost of $17,855 or an annual cost of $214,260.
