SUBJECT:

Memorandum of Understanding Governing Group Supervisor Responsibilities at San Mateo County Office of Education Community Schools

RECOMMENDATION:

Adopt a resolution authorizing the Chief Probation Officer to execute a Memorandum of Understanding between the Probation Department and the San Mateo County Office of Education regarding services provided by Group Supervisors at Community Schools

BACKGROUND:

Probation currently provides eight (8) Group Supervisor positions at San Mateo County Office of Education’s (SMCOE’s) Community Schools, which are located throughout the County. Funding of the positions is shared equally between Probation and SMCOE. Probation staff assists in the management of student behavioral issues and compliance with probation conditions.

Although Probation and SMCOE have successfully maintained this relationship for many years, the Group Supervisor responsibilities and financial arrangements were never formalized. In the spring of 2007 Probation and SMCOE conducted a series of meetings to develop a Memorandum of Understanding (MOU) regarding this collaboration.

DISCUSSION:

Probation and SMCOE have collaboratively developed the MOU, which accompanies this memo. The MOU defines the roles and key tasks of Group Supervisors in the schools, outlines the financial and administrative responsibilities of both parties and offers financial and legal protection to the County. It also contains “hold harmless” clauses, which were added to the agreement by County Counsel during the review process.

FISCAL IMPACT:

There is no fiscal impact associated with approval of this MOU as it formalizes an unwritten arrangement between Probation and SMCOE.
