SUBJECT:

Application for Bay Area Air Quality Management District Capacity Building Grant Funding for 2008-2009 in the amount of $75,000.

 

RECOMMENDATION:

Adopt a Resolution authorizing the Director of Public Works to submit a grant application to the Bay Area Air Quality Management District to fund activities with the Waste Management and Environmental Services section and to expand work of the City/County Association of Governments ad hoc sub-committee and the Utilities and Sustainability Task Force for 2008-09, in the amount of $75,000.

Goal 22: County and local governments effectively communicate and collaborate in order to develop strategic approaches on issues affecting the entire County.

 

This action furthers this commitment by seeking grant funding to implement programs designed to reduce the future impact of global warming, collaboratively, countywide.

 

BACKGROUND:

1.

The Utilities and Sustainability Task Force (USTF) was convened by the Congestion Management and Environmental Quality Committee (CMEQ) of City/County Association of Governments (C/CAG) to develop an Energy Strategy and to consider environmental issues related to utilities.

C/CAG and RecycleWorks intend to work jointly to launch the next phase of this project as the Energy Strategy document nears completion.

 

DISCUSSION:

Grant funding is being sought to offset costs associated with implementing the recommendations of the Energy Strategy document by RecycleWorks staff. Portions of the grant funds will be used to:

 
 

Ø

Manage a pool of unpaid volunteers to work on Greenhouse Gas (GHG) emission reduction strategies in the cities within the County. No funding will be provided to the volunteers, only to support the management of the pool.

 
 

Ø

Establish a financial incentive program, through C/CAG, to help the cities complete government operation baseline inventories. Funds will be used to manage the incentive program and C/CAG will provide the incentive money.

 
 

Ø

Collaborate with related organizations to create workshops and events specifically aligned with CO2 emission reduction opportunities, energy efficiency and water conservation. Grant funding will be used for staff time to complete this.

 
 

Ø

Compile GHG emission data from each city into one GHG emission report to monitor countywide progress towards Energy Strategy goals.

 
 

Ø

Provide opportunities for staff to attend regional activities on GHG emission reduction programs

 

Substantial effort will be placed on conveying to the cities the importance of this program and to seek their financial support to aid C/CAG and the County effort.

 

FISCAL IMPACT:

Bay Area Air Quality Management District (BAAQMD) grant funding of $75,000 would be awarded in February 2008. The funds would be used to offset costs of existing staff. No new staff will be retained to implement this program to promote a countywide greenhouse gas emissions reduction program. The majority of funding to implement the Energy Strategy will come from C/CAG with additional funding coming through this grant, further grants and other fund raising efforts.
