TO:

Honorable Board of Supervisors

FROM:

James C. Porter, Director of Public Works

SUBJECT:

Fire Alarm System Replacement, Cordilleras Mental Health Rehabilitation Center (Project No. P12K1)

RECOMMENDATION:

Adopt a resolution adopting plans and specifications, and calling for sealed proposals for replacement of the fire alarm system at the Cordilleras Mental Health Rehabilitation Center located at 200 Edmonds Road, Redwood City, California.

VISION ALIGNMENT:

Commitment: Ensure basic health and safety for all.

Goal 7: Maintain and enhance the public safety of all residents and visitors.

Your Board’s adoption of the proposed resolution can result in a project to replace a major Mental Health Services facility system for the benefit of both the public and employees that use this facility.

BACKGROUND:

Mental health services are provided and administered at the facility by the Telecare Corporation under the direction of Mental Health Services.

At the request of the Public Works Department a capital project was initiated to replace the existing fire alarm system that is over 30 years old, has reached the end of its expected life, and is in need of replacement.

DISCUSSION:

We have worked with fire protection engineers to develope plans and specifications to replace the existing fire alarm system in the building with a current state of the art system for which replacement parts and technology are available. Once the lowest responsible bidder has been selected, the fire alarm system design drawings will be prepared and submitted to the State Fire Marshall for approval, prior to the start of the installation work.

Project execution for this FY 06-07 approved project was postponed to this fiscal year in response to unprogrammed requirements assigned to the department.

A resolution has been approved as to form by County Counsel.

FISCAL IMPACT:

The work is estimated to cost between $200,000 - $250,000. This project is included in the 2006-2007 Capital Projects Budget and is financed with Health Services and General Funds.
