Agreement with On-site Dental Care Foundation to Provide Dental Services to San Mateo County’s Homeless Population

 

RECOMMENDATION:

Adopt a resolution authorizing the execution of an Agreement with On-Site Dental Health Care Foundation to provide dental health care services to San Mateo County’s homeless population, for the term of August 1, 2007 to October 31, 2008, in an amount not to exceed $294,075

This Agreement contributes to this goal by reducing the obstacles that exist in providing dental services to homeless individuals. Most of these obstacles will be eliminated and homeless individuals will have better access to dental services.

BACKGROUND:

San Mateo Medical Center (SMMC) was awarded the Health Care for the Homeless (HCH) grant from the Federal Bureau of Primary Health Care of the Health and Resource Services Administration to provide primary, dental and behavioral health care to San Mateo County’s homeless population.

HCH is designed to assist homeless adults, families and youth with access to and use of SMMC’s continuum of primary and dental care, mental health, substance abuse and other support services. The HCH Program also contracts with both County and community based programs to provide primary, dental and behavioral health care to homeless individuals residing at shelters, transitional housing, on the streets and/or at other locations where homeless individuals congregate.

In early 2007, the HCH Program, led by its Advisory Committee implemented a planning process prior to issuing a Request for Proposal (RFP). The planning process included completing a Strengths, Weaknesses, Opportunities and Threats (SWOT) Analysis along with revising the Program mission and creating a vision and values. Based on the planning process goals were developed for each of the programmatic areas of Primary Health Care, Dental Health Care and Behavioral Health Care.

 

DISCUSSION:

The Request for Proposal process followed the planning process. Based on the program goals, the HCH Program chose to fund two County programs and three community based programs to provide primary, dental and behavioral health care to homeless individuals in San Mateo County.

On-Site Dental Care Foundation is one of the community based programs selected. On-Site will be receiving HCH funding to provide comprehensive dental health care services to individuals who are homeless.

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

County Counsel and Risk Management have reviewed and approved this Agreement.

 

FISCAL IMPACT:

The term of this Agreement is August 1, 2007 to October 31, 2008. The maximum amount of this Agreement is not to exceed $294,075. All funds for this Agreement are provided by the HCH grant. Expenditures and grant revenue for this Agreement are included in the SMMC FY 2007-08 Adopted Budget. There is no Net County Cost.
