RESOLUTION AUTHORIZING THE DIRECTOR OF PUBLIC WORKS TO SUBMIT A GRANT APPLICATION TO THE BAY AREA AIR QUALITY MANAGEMENT DISTRICT TO FUND ACTIVITIES WITH THE WASTE MANAGEMENT AND ENVIRONMENTAL SERVICES SECTION AND TO EXPAND WORK OF THE CITY/COUNTY ASSOCIATION OF GOVERNMENTS AD HOC SUB-COMMITTEE AND THE UTILITIES AND SUSTAINABILITY TASK FORCE FOR 2008-09, IN THE AMOUNT OF $75,000

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, the Department of Public Works has requested authorization to submit an application to the Bay Area Air Quality Management District for a Climate Protection Grant in the amount of $75,000, which would help build capacity for anticipated initiatives to increase energy efficiency, conserve water, and reduce greenhouse gas emissions;

 

WHEREAS, the ad hoc committee of the Congestion Management and Environmental Quality Committee (CMEQ) of the City/County Association of Governments (C/CAG), the Utility and Sustainability Task Force (USTF) is nearing the completion of a countywide guiding document to increase energy efficiency, conserve water, and reduce greenhouse gas emissions;

 

WHEREAS, a portion of the grant funds are proposed to be used to manage a pool of unpaid volunteers to work on GHG emission reduction strategies in the cities within the County and to allocate hours for staff to attend regional activities on GHG emission reduction programs;

 

WHEREAS, a portion of the grant funds are proposed to be used to design a financial incentive program, through C/CAG, to help cities in the county to complete government operation baseline inventories, to collaborate with related organizations to create workshops and events specifically aligned with CO2 emission reduction opportunities, energy efficiency and water conservation, and to compile GHG emission data from each city into one countywide GHG emission report to track countywide progress towards Energy Strategy goals;

 

WHEREAS, this Board of Supervisors wishes to authorize the Director of Public Works to apply for the said grants.

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Director of Public Works be authorized to submit a Climate Protection Grant application to the Bay Area Air Quality Management District.
