Agreements with Three Providers of Alcohol and Other Drug Prevention Services for South Coast Project

 

RECOMMENDATION:

Adopt a Resolution:

    1)

Authorizing the President of the Board to execute Agreements with La Honda Pescadero Unified School District ($550,864), South Coast Children’s Services ($246,287) and WestEd ($124,750) for South Coast Project Alcohol and Other Drug Prevention Services program funded by a Safe and Drug Free Schools and Communities grant from the State of California Department of Alcohol and Drug Programs (DADP) for the term October 1, 2007 through September 30, 2012, for a combined maximum of $921,901; and

   

    2)

Authorizing the Director of Health or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 per Agreement, and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

Services under these Agreements will contribute to this commitment and goal by providing students at-risk of binge drinking and other high-risk behaviors the knowledge and skills to make more positive decisions.

BACKGROUND:

The DADP Safe and Drug Free Schools and Communities (SDFSC) funding is designed to foster a safe and drug-free learning environment that supports student academic achievement for the youth of California. The programs and activities must focus on prevention of illegal drug use and violence among at-risk and under-served children and youth. On May 29, 2007, DADP released its Request for Applications (RFA) for new SDFSC projects available to counties through a competitive grant process. In July, 2007, Alcohol and Other Drug Services (AOD) submitted its South Coast Project as a SDFSC effort for the La Honda and Pescadero communities. Notification of this funding award was received from DADP on September 13, 2007.

 

On December 4, 2007, your Board accepted the SDFC grant award and waived the Request for Proposals (RFP) process requirement for these grant-funded Agreements.

 

DISCUSSION:

The South Coast Project will use principles of youth development and asset building to focus on high school-aged youth, as well as youth in the transition grades between schools (elementary to middle school; middle to high school). La Honda Pescadero Unified School District (LHPUSD) and South Coast Children’s Services (SCCS) will work collaboratively to implement the project work plan, including a comprehensive Student Assistance Program, Project SUCCESS focusing on the high school, and a peer health education and peer mentoring component addressing new students and students in transition grades. WestEd will evaluate the project. Approximately 170 students per year will participate. This grant funded project is in alignment with Strategic Directions 2010 and the Roadmap for Alcohol, Tobacco and Other Drug Prevention. The term of the SDFC grant is five years. The County Manager approved a waiver to negotiate five-year Agreements with these providers to align with the term of the grant. The South Coast Project is a component of a developing community-based prevention partnership that includes the LHPUSD, SCCS, project evaluator WestEd, Puente de la Costa Sur and Behavioral Health and Recovery Services.

 

These Agreements have been reviewed and approved by County Counsel and Risk Management. The contractors have assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. The Agreement with LHPUSD contains mutual hold harmless language.

These agreements have been delayed because they were received late from the Contractors.

 

FISCAL IMPACT:

The term of these Agreements is October 1, 2007 through September 30, 2012. The total combined contract obligation for these Agreements is $921,901 and is provided by the SDFSC grant. An appropriation in the amount of $145,500 has been included in the BHRS FY 2007-08 Adopted Budget. Contract obligations for years two through five will be appropriated in future budgets.
