Agreement with Ravenswood Family Health Center to provide outreach, enrollment, retention, and utilization services for children and adult health coverage programs

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute an Agreement with Ravenswood Family Health Center to provide outreach, enrollment, retention, and utilization services for children and adult health coverage programs, for the term January 1, 2008 through December 31, 2008, for a maximum obligation of $124,000.

This Agreement contributes to this commitment and goal by ensuring that uninsured residents living in the southern region of San Mateo County will be screened, enrolled, and retained in various health coverage programs.

BACKGROUND:

Ravenswood Family Health Center (RFHC) provides access to health care services to uninsured, low-income, and medically underserved residents living in the southern region of San Mateo County. For the past five years, the Health Department has partnered with RFHC through the Children’s Health Initiative (CHI) to enroll uninsured children and adults into the following health coverage programs: Medi-Cal (MC), Healthy Families (HF), Healthy Kids (HK), other adult health coverage programs (ahcps), such as the Wellness, Enrollment, Linkage and Low–Cost (WELL) and San Mateo Access and Care for Everyone (ACE)

In order to effectively conduct outreach to uninsured residents in San Mateo County, a Request for Proposal (RFP) was issued to community-based organizations throughout the County in September 2007, RFHC was one of five organizations selected to provide these services, targeting uninsured residents in the southern region of the County.

 

DISCUSSION:

Under this Agreement, RFHC will perform outreach, enrollment, retention, and utilization activities targeting uninsured residents living in the southern region of San Mateo County who are eligible for, but not enrolled in health care coverage programs. These programs include: MC, HF, HK, and ahcps. The contractor will oversee staff that will be trained as Certified Application Assistants and will use the One-e-App web-based application processing system to enroll eligible children and adults into the various health coverage programs.

The County, through the Health Department, currently has a contract with Ravenswood to provide mental health services in a primary care setting.

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, and equal benefits. The Board Resolution and Agreement have been reviewed and approved by County Counsel.

Because the RFP and contractor selection process took more time than anticipated, the CHI Oversight Coalition did not approve this Agreement until November 30, 2007. Therefore, this Agreement will not be executed on its start date of January 1, 2008.

 

FISCAL IMPACT:

The term of this Agreement is January 1, 2008 through December 31, 2008, for a maximum obligation of $124,000. Of this total $103,516 is reflected in the Health Department’s budget, while the remaining $20,484 will be met through Net County Costs budgeted under the Non-Departmental Services Budget.

Agreement costs of $35,500 are included in FY 2007-08 Adopted Budget. The remaining costs, totaling $68,016, will be included in the FY 2008-09 Recommended Budget. The total contract cost is $124,000; $90,301 is covered by contributions from First 5 San Mateo County, Peninsula and Sequoia Healthcare Districts, foundations, and the CHI Trust Fund. The remaining $33,699 is Net County Cost.
