Second Amendment to the Agreement with Telecare Corporation for Full Service Partnership services

   

RECOMMENDATION:

Adopt a Resolution:

1) Waiving the Request for Proposal (RFP) requirement for Outreach and Support Services and Housing Support Program; and

2) Authorizing the President of the Board to execute a Second Amendment to the Agreement with Telecare Corporation for FSP services adding Outreach and Support Services and Housing Support Program effective January 1, 2008, extending the term through June 30, 2009, and increasing the Agreement maximum by $3,246,228 to a new maximum of $7,484,687.

This Second Amendment contributes to this commitment and goal by providing FSP services, Outreach and Support Services, and Housing Support Program for the highest risk adults and medically fragile older adults with serious emotional disturbances and/or serious mental illnesses.

BACKGROUND:

On November 8, 2005, your Board approved the submission of our County’s Three-Year Plan for Community Services and Supports (CSS) as required by the Mental Health Services Act (MHSA) to the State Department of Mental Health (DMH). A cornerstone of that approved plan is the implementation of FSP mental health service programs for the highest risk adult and older adult clients. FSP programs are defined by DMH to include services to program enrollees and their families, including all needed mental health services and other supports, and 24/7 response capability.

 

In December 2005 Mental Health Services conducted a Request for Proposal for the provision of FSP services and Telecare Corporation was selected. The County Manager subsequently approved an agreement with Telecare Corporation for these services for the term April 16, 2006 to June 30, 2006. On June 20, 2006, your Board approved an Amendment to the Agreement increasing the maximum obligation to $4,238,459 and extending the term through June 30, 2008.

 

Behavioral Health and Recovery Services (BHRS) has two other agreements with Telecare, one for inpatient and residential psychiatric treatment services at Cordilleras Mental Health Center and one for the Transitions program for adults who are homeless or at risk of being homeless.

 

DISCUSSION:

The Second Amendment to the Agreement will add Outreach and Support Services and Housing Support services for FSP enrollees and extend the term through June 30, 2009. Targeted populations are those clients who are severely mentally ill particularly among unserved and underserved Asian/Pacific Islander, Latino and African American populations. The purpose of the program is to assist each enrollee to achieve independence, stability and wellness within the context of his or her culture and community.

 

Outreach and Support Services will be provided to potential clients to enlarge and facilitate enrollment in the FSPs. Telecare Corporation was named to provide these services in the plan submitted to DMH for FY 2007-08 expansion funding. In Spring 2006, the Mental Health Association of San Mateo Country (MHA) was selected through the RFP process to provide housing support services for FSP enrollees. MHA has discontinued the provision of these services. Telecare Corporation has agreed to provide these housing services effective January 1, 2008.

 

The term of the Second Amendment to the Agreement is April 16, 2006 through June 2009. This Second Amendment has been reviewed and approved by Country Counsel and Risk Management. The Second Amendment includes all provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits and jury service policy.

 

We are requesting RFP waivers for: 1) Outreach and Support Services and 2) Housing Support Program. The County Manager has approved a waiver extending the term of this amended Agreement beyond three years.

 

FISCAL IMPACT:

The maximum obligation for this Agreement is increased from $4,238,459 by $3,246,228 to a new maximum of $7,484,687. The maximum for FY 2007-08 is $2,288,176, which is included in the BHRS Adopted Budget for FY 2007-08. Of that amount $1,748,898 will be from MHSA funds. $448,835 will be from Federal Medi-Cal and $90,443 will be from Medicare. There is no Net County Cost. Similar arrangements shall be made for FY 2008-09.
