SUBJECT:

Second Amendment to the Agreement with Edgewood Center for Children and Families for Full Service Partnership Services

 

RECOMMENDATION:

Adopt a Resolution Authorizing the President of the Board to execute a Second Amendment to the Agreement with Edgewood Center for Children and Families for FSP services for children and transition-age youth, extending the term through June 30, 2009, and increasing the Agreement maximum by $3,658,008 to a new maximum of $8,598,219.

BACKGROUND:

On November 8, 2005, your Board approved the submission of our County’s Three-Year Plan for Community Services and Supports (CSS) as required by the Mental Health Services Act (MHSA) to the State Department of Mental Health (DMH). That plan was subsequently approved by the DMH on March 30, 2006. A cornerstone of the plan is the implementation of FSP services for children and transition-age youth. FSP programs are defined by DMH to include services to program enrollees and their families, including all needed mental health services and other supports, and 24/7 response capability.

 

In December 2005 Mental Health Services released an RFP for the provision of FSP services for the highest risk children, youth and transition-age youth. Three proposals were received, and Edgewood Center for Children and Families was selected to provide these services. The County Manager approved a start-up agreement with Edgewood for these services for the term April 1, 2006 to June 30, 2006. On June 20, 2006, your Board approved an amendment to that Agreement extending the term through June 30, 2008 and increasing the maximum obligation to $4,940,211.

 

Behavioral Health & Recovery Services (BHRS) has a separate agreement with Edgewood for child abuse treatment, school-based mental health services, Therapeutic Behavioral Services (TBS) and mental health services provided through the Mental Health Plan.

 

DISCUSSION:

This Agreement with Edgewood is being amended a second time to add MHSA expansion funds for FY 2007-08, effective January 1, 2008, and to extend the agreement through June 30, 2009. Edgewood provides FSP services for up to 80 clients, with two separate FSP programs for children/youth and transition-age youth, each with 40 slots. Services are provided for clients who are severely emotionally disturbed and who are either returning from out-of-home placements or are at risk for out-of-home placements. These programs offer comprehensive services for enrollees in order to maintain placements in their respective communities. Services are open to all at-risk clients; however, they are specifically targeted to clients among substantially underserved Asian/Pacific Islander, Latino and African American populations. Edgewood also runs a drop-in center for transition-age youth and administers non-FSP flexible funds, which are available to meet a variety of client needs. TBS for FSP enrollees, which are provided through another agreement with Edgewood for FY 2007-08, will be provided through this agreement for FY 2008-09.

 

The County Manager has approved a waiver extending the term of this amended Agreement beyond three years.

 

The term of the amended Agreement is April 1, 2006 through June 30, 2009. The amendment to the Agreement has been reviewed and approved by County Counsel and Risk Management. The amendment includes all provisions that are required by county ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits and jury service policy.

 

FISCAL IMPACT:

The maximum obligation for this Agreement is increased from $4,940,211 by $3,658,008 to a new maximum of $8,598,219. The maximum for FY 2007-08 is increased by $573,520 to a new maximum of $2,834,488, which is included in the BHRS FY 2007-08 Adopted Budget. The increase will be covered 100% from MHSA funds. There is no Net County Cost. Similar arrangements will be made for FY 2008-09.
