Acceptance of Drug Court Discretionary Grant

 

RECOMMENDATION:

Approve an Appropriation Transfer Request (ATR) to recognize Department of Justice (DOJ) Drug Court Discretionary Grant revenues and increase expenditures in the amount of $160,000 for FY 2007-08.

Services funded by this grant will contribute to this commitment and goal by providing intensive case management to chronic methamphetamine users. Drug Court provides access to a continuum of alcohol, drug and other related treatment and rehabilitation services that enables participants to make more positive decisions.

BACKGROUND:

The San Mateo County Drug Court was formed in 1995 to provide those arrested for nonviolent felony drug possession with opportunities for treatment rather than incarceration. Drug Court addresses drug abuse as a treatable but chronic relapsing disease and recovery as a long- term process.

 

The Drug Court Discretionary Grant funding is designed to provide resources to state, local, and tribal governments, and state and local courts, in order to establish or enhance adult drug courts and systems for nonviolent substance abusing offenders. San Mateo County Alcohol and Other Drug Services (AOD) was awarded funding for Drug Court Discretionary Grant funds for FY 2007-08 to provide additional services to Drug Court participants.

 

On January 29, 2007 the DOJ released its Drug Court Discretionary Grant Program for FY 2007 through a competitive grant process. On March 6, 2007, San Mateo County AOD and El Centro de Libertad submitted a proposal for enhanced services for methamphetamine using Drug Court clients. The DOJ provided notification of the award of funding on September 6, 2007. The grant was accepted by the Director of Health on October 16, 2007 in accordance with DOJ requirements.

 

DISCUSSION:

The San Mateo County Superior Court and Behavioral Health and Recovery Services will develop enhanced services to support existing Drug Court participants with methamphetamine specific treatment. These proposed services were designed in collaboration with the local treatment provider, El Centro de Libertad, and other community stakeholders with competence and experience in providing a continuum of addiction services to methamphetamine users in the San Mateo County Drug Court program. A minimum of 30 clients per year will receive case management, recovery support, contingency management and aftercare services for up to a year based on individualized treatment plans.

 

An Agreement with El Centro de Libertad for grant funded services will be presented to your Board at a future meeting.

 

FISCAL IMPACT:

The term of the grant is July 1, 2007 through September 30, 2008. Total funding for the 15-month period of the grant is $200,000. The ATR recognizes and appropriates funds in the amount of $160,000 for FY 2007-08. There is no Net County Cost associated with acceptance of these funds.
