SUBJECT:

Resolution Authorizing an Application for Transportation Development Act Funding to Finance Pedestrian Sidewalk Access Ramps at Various Locations County Wide

 

RECOMMENDATION:

Adopt a resolution authorizing the Director of Public Works to submit an application for Transportation Development Act (TDA) Funding for Pedestrian Sidewalk Access Ramps at Various Locations in San Mateo County under the City/County Association of Governments (C/CAG) guidelines for C/CAG Bicycle and Pedestrian Program TDA Article 3 Application for fiscal year 2008-09.

 

VISION ALIGNMENT:

Commitment: Ensure basic health and safety for all.

Goal 7: Maintain and enhance the public safety of all residents and visitors.

 

The recommended action furthers the aforementioned Commitment and Goal by authorizing the Department to apply for funds that can be used to improve the condition of pedestrian facilities for the benefit of the public.

 

BACKGROUND:

1.

The City/County Association of Governments (C/CAG) administers the allocation of TDA Funds that are made available through the Metropolitan Transportation Commission (MTC) and which can only be used to finance bicycle or pedestrian related projects.

   

2.

C/CAG has announced that TDA funds are available on a competitive basis for the 2008-09 fiscal year.

   

3.

C/CAG requires that a resolution of the local agency’s governing board endorsing a proposed project must be submitted with the grant application in order for the project to be considered for funding.

   

4.

The proposed project is supported by the County’s Commission on Disabilities.

   

DISCUSSION:

The Department has prepared a TDA grant application to finance pedestrian sidewalk access ramps at various locations throughout the County. We believe that the project will be competitive for TDA funding, as it will aid all pedestrians using these intersections including the disabled. The Department anticipates that between 20 and 25 access ramps can be constructed with this project. The Director of Public Works will certify that all of the grant requirements are met for the access ramps that are constructed.

 

We have obtained the support of the San Mateo Commission on Disabilities.

 

County Counsel’s Office has reviewed and approved the form of the proposed resolution.

 

FISCAL IMPACT:

The total project cost is greater than the grant amount as the local agency will provide local matching funds to make our project application more competitive. The project is proposed to be financed as follows:

The TDA fiscal year 2008-09 cycle is focused on smaller projects, and funding is limited to $100,000 per project. The $110,000 total project estimate is based on the 2008-09 TDA program cycle limits.

 

There is no impact to the General fund. The County will continue its maintenance obligation where improvements are constructed.
