RESOLUTION: 1) WAIVING THE REQUEST FOR PROPOSAL (RFP) REQUIREMENT FOR OUTREACH AND SUPPORT SERVICES AND HOUSING SUPPORT PROGRAM AND 2) AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE A SECOND AMENDMENT TO THE AGREEMENT WITH TELECARE CORPORATION FOR FSP SERVICES, ADDING OUTREACH AND SUPPORT SERVICES AND HOUSING SUPPORT PROGRAM EFFECTIVE JANUARY 1, 2008, EXTENDING THE TERM THROUGH JUNE 30, 2009, AND INCREASING THE AGREEMENT MAXIMUM BY $3,246,228 TO A NEW MAXIMUM OF $7,484,687.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, Ordinance Code Section 2.92.160 authorizes the Board of Supervisors to waive the Request for Proposals process in any situation where the Board of Supervisors determines that the best interest of the County could be served without the necessity of proposals; and

WHEREAS, this Board has been asked to waive the Request for Proposals process in order for Behavioral Health and Recovery Services to contract with Telecare Corporation for the provision of Outreach and Support Services and Housing Support Program; and

WHEREAS, this Board has determined that it is in the best interest of the County to waive the Request for Proposals processes; and

WHEREAS, the County Manager approved an agreement with Telecare Corporation to perform start-up services for the implementation of full service partnership mental health service programs for the highest risk adults and highest risk older adults / medically fragile adults for the term April 16, 2006 through June 30, 2006; and

WHEREAS, on June 20, 2006 this Board approved an amendment to the Agreement for the provision of full service partnership services, increasing the maximum obligation by $4,138,459 to a new maximum obligation of $4,238,459 and extending the term through June 30, 2008; and

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance a Second Amendment to the Agreement with Telecare Corporation, reference to which is hereby made for further particulars, whereby Telecare Corporation shall provide FSP services, adding Outreach and Support Services and Housing Support Program beginning January 1, 2008, extending the term through June 30, 2009: and to increasing the Agreement maximum obligation by $3,246,228 to a new maximum of $7,484,687; and

WHEREAS, this Board has been presented with the Second Amendment to the Agreement and has approved it as to both form and content and desires to enter into the Second Amendment to the Agreement:

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the County requirement for the Request for Proposals processes for Outreach and Support Services and Housing Support Program for said Second Amendment to the Agreement are hereby waived.

BE IT FURTHER RESOLVED that the President of this Board of Supervisors be and is hereby authorized and directed to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto.
