SUBJECT:

Application for Federal Congestion Mitigation and Air Quality Improvement (CMAQ) Funding for 2007-2009

 

RECOMMENDATION:

Adopt a Resolution authorizing the Director of Public Works to submit an application for Federal Congestion Mitigation and Air Quality Improvement (CMAQ) Funding to finance the Installation of Permanent Traffic Calming Advisory Signs on Bunker Hill Drive and Polhemus Road in the San Mateo Highlands Area, committing the necessary non-federal match, and stating the assurance to complete the project.

 

VISION ALIGNMENT:

Commitment: Ensure basic health and safety of all.

Goal 7: Maintain and enhance the public safety of all residents and visitors.

 

The recommended action is consistent with the aforementioned Commitment and Goal by authorizing the Department to apply for funds that can be used to improve pedestrian safety by cautioning motorists of their driving speed for the benefit of the public.

 

BACKGROUND:

1.

The County had submitted an application for federal funding pursuant to the MTC 3rd Cycle CMAQ Program Funding to finance the following projects:

 
   

F-Street Sidewalk and Streetscape Improvements, Santa Cruz Avenue Sidewalk and Access Ramps, Westborough Boulevard Bike Lanes Color Slurry, and Middlefield Road and Barney Avenue Lighted Crosswalks for 2007 to 2009, authorized by your Board in
December 2007.

The County has made a request to MTC to revise the federal funding toward
F-Street Sidewalk and Streetscape Improvement Project from $301,000 to $251,000 as the estimated cost of this project has been revised.

 

DISCUSSION:

The Department has prepared a CMAQ grant application to finance the Installation of Permanent Traffic Calming Advisory Signs in the San Mateo Highlands Area using the balance of $50,000 from our previous grant award for F-Street Sidewalk and Streetscape Improvement Project. We believe that the project will be competitive for CMAQ funding, as it will improve pedestrian safety by cautioning motorists of their driving speed and should also have a positive impact in lowering prevailing speeds on these roadways. The Director of Public Works will certify that all of the grant requirements are met for the Installation of Permanent Traffic Calming Advisory Signs in the San Mateo Highlands Area that are constructed.

 

County Counsel’s Office has reviewed and approved the form of the proposed resolution.

We are proposing to initially finance the projects with Road Funds, as Program Funds are received on a reimbursable basis. We will appropriate the required funds in the fiscal year that the Program Funds will be made available and reimburse the Road Fund once Program Funds are received. The required local matching funds of at least 11.47%, or $6,653, are included in the $8,000 Road Funds as listed above.

 

There is no impact to the General Fund. The County will maintain the improvements after they have been constructed.
