    RESOLUTION 1) ACCEPTING THE PHASE 2 FINAL REPORT FROM HEALTH MANAGEMENT ASSOCIATES (HMA); 2) AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE A SECOND AMENDMENT TO THE AGREEMENT WITH HMA, EXTENDING THE TERM TO AUGUST 15, 2008 AND INCREASING THE TOTAL AMOUNT PAYABLE THEREUNDER BY A MAXIMUM OF $210,375, FROM $299,699 TO $510,074; AND EXTENDING HMA’S SCOPE OF WORK TO INCLUDE THE PROVISION OF INTENSIVE CONSULTATION AND ASSISTANCE TO THE COUNTY IN IMPLEMENTING OPERATIONAL CHANGES TO ITS HEALTHCARE DELIVERY SYSTEM AND IN DEVELOPING A MORE COMPREHENSIVE AND COLLABORATIVE NETWORK WITH PRIVATE HEALTHCARE PROVIDERS; AND AUTHORIZING THE COUNTY MANAGER TO EXECUTE SUBSEQUENT AMENDMENTS AND MINOR MODIFICATIONS NOT TO EXCEED AN AGGREGATE OF $25,000 AND TO MAKE MINOR CHANGES IN THE TYPE OF SERVICES AND ACTIVITIES PROVIDED UNDER THE AGREEMENT

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, on June 11, 2007, the County entered into an Agreement with Health Management Associates (HMA) for the purpose of reviewing the County’s internal financial analysis of gain and loss by service line, and preparing five year projections of financial performance, assuming no changes to the configuration of services at the San Mateo Medical Center, the clinics and long-term care facilities, with agreement termination date of August 31, 2007, in the amount of $55,115; and

 

WHEREAS, County executed an Amendment to the Agreement with HMA extending the term to June 30, 2008; and increasing the contract amount by $244,584, for a new total contract amount of $299,699 to cover costs associated with the development of various options for the delivery of healthcare to medically indigent residents; and

 

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance a final Report from HMA, titled “Assessment of Strategic Priorities for San Mateo Health Services” that outlines opportunities for the County to continue its role in delivering healthcare in a more effective, efficient, and collaborative manner; and

 

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance a Second Amendment to the Agreement with HMA extending the term to August 15, 2008; and increasing the total amount payable thereunder by $210,375, to $510,074, and extending HMA’s scope of work to include the provision of intensive consultation and assistance to the County to implement operational changes and to develop a more comprehensive and collaborative network with private healthcare providers;

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Board of Supervisors be and is hereby authorized to accept the Phase 2 Final Report from HMA, and is directed to execute the Second Amendment to the Agreement for and on behalf of San Mateo County, and the Clerk of the Board shall attest to the President’s signature thereto; and

 

BE IT FURTHER RESOLVED, that the County Manager is hereby authorized to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000 and to make minor changes in the type of services and activities provided under the Agreement.
