Agreement with the California Department of Public Health

RECOMMENDATION:

Adopt a Resolution authorizing acceptance of a Grant Award from the California Department of Public Health (CDPH) to provide primary health care, a food program, housing and substance abuse services to individuals with HIV/AIDS, for the period of July 1, 2007 through June 30, 2008, in the amount of $719,930.

The Agreement contributes to the commitment and goals by providing primary health care, a food program, housing and substance abuse services to improve the quality of life of individuals living with HIV/AIDS.

BACKGROUND:

The Ryan White CARE Act (CARE) provides emergency assistance to eligible metropolitan areas that are disproportionately affected by the HIV epidemic by making financial assistance available for the development, organization, coordination, and operation of more effective and cost efficient systems to deliver essential services to individuals and families with HIV disease. As a result of the reauthorization of the Ryan White CARE Act funding by Congress, the amount of funds allocated to the San Mateo County AIDS Program (SMCAP) from Ryan White Part A (RW) was reduced by $719,930. In August 2007 the CDPH notified SMCAP that they would provide Ryan White Part B funding to ensure that RW funded programs remained whole during FY 2007-08.

 

DISCUSSION:

DCPH has provided $719,930 in Ryan White Part B one-time-only funding for FY 2007-08. These funds will allow SMCAP to reinstate funding to the food services program, housing, drug treatment and dental services. It will also enable SMCAP to continue providing the same level of care services by restoring funding to medical case management, nutrition therapy and transportation services. The Agreement was received from DCPH the second week of December 2007.

 

County Counsel has reviewed and approved the Agreement and Resolution as to form.

 

FISCAL IMPACT:

The term of the Agreement is July 1, 2007 through June 30, 2008. The maximum amount of funding for the Agreement is $719,930. These funds are included in the Public Health FY 2007-08 Adopted Budget. There is no Net County Cost.
