Agreement with Community Overcoming Relationships Abuse

 

RECOMMENDATION:

Adopt a Resolution:

 

    A) Waiving the Request for Proposal (RFP) process;

 

    B) Authorizing the execution of an Agreement with Community Overcoming Relationships Abuse (CORA) to provide one-time bridge funding, for the term of January 1, 2008 through June 30, 2008, in the amount of $120,000 of which $54,000 is Net County Cost; and

 

    C) Authorizing the Director of the Human Services Agency or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

This Agreement contributes to this commitment and goal since CORA provides prevention and intervention services to victims of domestic violence and offers them resources to keep them and their children from risk of physical and emotional harm.

BACKGROUND:

CORA was invited by the San Mateo County Domestic Violence Council to prepare a proposal for expanding current domestic violence outreach efforts to the Asian/Pacific Islander and Latino communities. CORA prepared three proposals ranging in cost from $100,000 to $200,000. Unfortunately, during the proposal development process, it became clear to the County and CORA that due to the end of funding from a bequest and from a significant one-time corporate contribution, CORA would have a funding gap in just maintaining current service levels for FY 2007-08. The County and CORA agreed on this one-time bride funding to maintain services.

 

DISCUSSION:

This Agreement with CORA is to provide one-time funding of $120,000 in FY 2007-08 in order to maintain their current Client Support Services Program (CSSP). The Human Services Agency as well as CORA understands that the Board’s authorization of an additional $120,000 represents one-time bridge funding in order to allow CORA time to secure sufficient ongoing funding for FY 2008-09. CORA is pursuing funding from other philanthropic and business organizations. It is in the County’s best interests to waive the Request for Proposal (RFP) process.

 

This Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved the Resolution and Agreement as to form and Risk Management has approved Contractor’s insurance.

 

FISCAL IMPACT:

The term of the Agreement is January 1, 2008 to June 30, 2008. The total obligation of this Agreement is $120,000, of which 55% is funded through State and Federal funds and 45% is Net County Cost. Funds have been included in the FY 2007-08 Agency Adopted Budget.
