SUBJECT:

Resolutions Designating Time Limited Parking Zones, Passenger Loading Zones and No Parking Zones and Rescinding a No Parking Zone in Public Rights-of-Way

 

RECOMMENDATION:

1.

Adopt a Resolution Designating a New Twenty-Minute Time Limited Parking Zone on Lisbon Street; and

 

2.

Adopt a Resolution Establishing Passenger Loading Zones on Bunker Hill Drive, San Mateo Highlands area, and on Fair Oaks Avenue, North Fair Oaks area; and

 

3.

Adopt a Resolution Designating New No Parking Zones on Middlefield Road, North Fair Oaks area, and on Avy Avenue, West Menlo Park area; and

 

4.

Adopt a Resolution Rescinding a No Parking Zone on Hillside Drive, Burlingame Hills Area.

Your Board’s adoption of the proposed regulations will allow us to provide for the orderly movement of traffic on public rights-of-way.

 

BACKGROUND:

Section 22507 of the California Vehicle Code provides that local authorities may prohibit or restrict the stopping, parking or standing of vehicles by resolution or ordinance. Proposed new parking restrictions have been requested as follows:

 

1.

Time Limited Parking on Lisbon Street, Broadmoor Area

 

The business owners at Hillside Smog Center requested a twenty-minute time limited parking zone in front their business to enhance short-term parking opportunities for their customers.

 

2.

Passenger Loading Zone on Bunker Hill Drive, San Mateo Highlands Area

 

The Principal of the Highlands Elementary School requested that a portion of an existing no parking zone adjacent to the school be changed to a passenger-loading zone to improve traffic circulation around the school.

 

3.

Passenger Loading Zone on Fair Oaks Avenue, North Fair Oaks Area

 

The Principal of the Fair Oaks Elementary School requested that a portion of an existing no parking zone adjacent to the school be changed to passenger-loading zones to improve traffic circulation around the schools.

 

4.

No Parking Zone on Middlefield Road, North Fair Oaks Area

 

The County’s North Fair Oaks Clinic requested a no parking zone on Middlefield Road in front of the clinic to improve sight distance for drivers leaving the parking lot.

 

5.

No Parking Zone on Avy Avenue, West Menlo Park Area

 

The Menlo Park Fire District requested a no parking zone on Avy Avenue at Alameda de las Pulgas to improve emergency vehicle access along westbound Avy Avenue.

 

6.

Rescind No Parking Zone on Hillside Drive, Burlingame Area

 

The property owners at 2860 Hillside Drive requested that the existing no parking zone in front of their home be removed to accommodate on-street parking that will be created as part of their home remodeling project.

 

DISCUSSION:

We have evaluated these requests and conferred with the California Highway Patrol, the Sheriff’s Office and the Broadmoor Police Department, and have determined that the recommended parking restrictions will not adversely affect traffic, the community or neighboring uses. We recommend adoption of the Resolutions adding and revising the described zones.

 

Resolutions have been approved as to form by County Counsel.

 

FISCAL IMPACT:

There is no impact to the General Fund.

 

The cost of the staff time involved in evaluating and processing requests for parking regulations is part of the administrative costs associated with evaluating traffic-related requests involving the County maintained road system, and is financed with Road Funds. The cost of signing and marking parking regulations varies, but averages out to approximately $600 per zone. This cost is also financed with Road Funds.
