RECOMMENDATION:

A. Adopt a resolution:
|
|
1.
|
Authorizing an Agreement between the County of San Mateo and the California Department of Healthcare Services (CDHS) to provide Federal Financial Participation allotment at San Mateo Medical Center (SMMC) for covered services rendered and allowable administrative costs to implement the SMMC Coverage Initiative (SB 1448) program, for the period of September 1, 2007 to August 31, 2010, for a total amount not to exceed $30,953,316.

Authorizing an Agreement between the County of San Mateo and Ravenswood Family Health Center (RFHC) for the purpose of providing clinical services for patients enrolled in the SMMC Coverage Initiative (SB1448) program for the period of September 1, 2007 to August 31, 2010 for a total amount not to exceed $1,079,253.

B. Approve an Appropriation Transfer Request to accept unanticipated revenue of $8,598,144 for the period of September 1, 2007 to June 30, 2008. This will be appropriated to Salaries and Benefits ($6,477,607), and Services and Supplies ($2,120,537).

BACKGROUND:
|
San Mateo County successfully competed for funds from the CDHS to begin implementing a pilot experiment for the Blue Ribbon Task Force (BRTF) on Adult Health Care Coverage Expansion recommendations, through the ACE program. The ACE program will serve 2100 patients, and the funds are estimated to be $10.3 million each year for three years beginning September 1, 2007.

DISCUSSION:
|
San Mateo County has requested and received an annual allocation of $ 10.3 million to implement the ACE program. We will partner with the Health Department, Health Plan of San Mateo (HPSM) and RFHC. The execution of this agreement with CDHS as the funding agency, and the RFHC in the amount of $1,079,253 to serve 10% of the patient population, completes the major contractual infrastructure for the three (3) year term of the ACE program. In November 6, 2007, the BOS approved the agreement with the HPSM to serve as the third-party administrator, in the amount of $1,360,800

FISCAL IMPACT:
|
The requested allocation from the Coverage Initiative for health care services and administrative costs is $10,317,772 per year. This allocation will be claimed through a cost reporting mechanism and requires equal local matching funds. The County will claim for reimbursement from the State once the expenses have been incurred at no net County cost.
