    RESOLUTION: (1) AUTHORIZING AN AGREEMENT BETWEEN THE COUNTY OF SAN MATEO, AND THE CALIFORNIA DEPARTMENT OF HEALTHCARE SERVICES (CDHS) TO PROVIDE FEDERAL FINANCIAL PARTICIPATION ALLOTMENT AT SAN MATEO MEDICAL CENTER (SMMC) FOR COVERED SERVICES RENDERED AND ALLOWABLE ADMINISTRATIVE COSTS TO IMPLEMENT THE SMMC COVERAGE INITIATIVE (SB 1448) PROGRAM, FOR THE PERIOD OF SEPTEMBER 1, 2007 TO AUGUST 31, 2010, FOR A TOTAL AMOUNT NOT TO EXCEED $30,953,316, AND (2) AUTHORIZING AN AGREEMENT BETWEEN THE COUNTY OF SAN MATEO AND RAVENSWOOD FAMILY HEALTH CENTER (RFHC) FOR THE PURPOSE OF PROVIDING CLINICAL SERVICES FOR PATIENTS ENROLLED IN THE SMMC COVERAGE INITIATIVE (SB1448) PROGRAM FOR THE PERIOD OF SEPTEMBER 1, 2007 TO AUGUST 31, 2010 FOR A TOTAL AMOUNT NOT TO EXCEED $1,079,253.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, to address the challenges facing uninsured adults living in San Mateo County, this Board formed the Blue Ribbon Task Force (BRTF) on Adult Health Care Coverage Expansion on June 26, 2006; and

 

WHEREAS, the BRTF process has brought together representatives from private and public health sectors, cities, labor, and business, to provide the Board with recommendations on options for providing comprehensive health care access and/or insurance coverage targeted at uninsured adults in San Mateo County living at or below 400% of the Federal Poverty Level (FPL) ; and

 

WHEREAS, the BRTF planning process involved over seventy-five community members from key sectors of the County; and

 

WHEREAS, the report on preliminary recommendations from the BRTF states as a goal the provision to expand coverage and improve care for uninsured adults below 400% FPL living in San Mateo County and to guide the development of final recommendations through San Mateo County’s Access and Care for Everyone (ACE) program; and

 

WHEREAS, the County of San Mateo successfully competed for funds from the State of California Department of Health Care Services (CDHS), through the San Mateo County ACE program, to begin implementing the BRTF recommendations; and

 

WHEREAS, CDHS will provide Federal Financial Participation allotment at San Mateo Medical Center (SMMC) for covered services rendered and allowable administrative costs to implement the San Mateo County ACE program, for the period of September 1, 2007 to August 31, 2010, for a total amount not to exceed $ 30, 953,316; and

 

WHEREAS, the County of San Mateo has approved a contract between SMMC and the San Mateo Health Commission’s Health Plan of San Mateo (HPSM) to provide third-party administrative (TPA) services for the San Mateo County ACE program to adapt managed care principles to ensure a medical home for all participants, reduce episodic and fragmented care, and emphasize preventative and primary care, for the period of September 1, 2007 to August 31, 2010, for a total amount not to exceed $ 1,360,800; and

WHEREAS, the San Mateo County ACE program will serve 2100 low income adults who are citizens or legal immigrants and are living at or below 200% FPL ; and

 

WHEREAS, the San Mateo County ACE program is a partnership with the Ravenswood Family Health Center (RFHC) to provide health care services to approximately ten (10) percent of the 2100 patients, and SMMC has contracted with RFHC for the period of September 1, 2007 to August 31, 2010, for a total amount not to exceed $ 1,079,253; and

 

WHEREAS, the implementation of the San Mateo County ACE program is contingent on the agreement between the County and the CDHS; and

 

WHEREAS, this Board has been presented with a form of Agreement between the County and the CDHS, and a form of Agreement between the County and RFHC, and has examined and approved it both as to form and content and desires to enter into them.

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of this Board of Supervisors be, and is hereby authorized and directed to execute the Agreements for and on behalf of the County of San Mateo, and the Clerk of the Board shall attest the President’s signatures thereto.
