Agreement with the Harm Reduction Therapy Center

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute an Agreement with the Harm Reduction Therapy Center (HRTC) to provide risk reduction counseling to HIV positive, high-risk clients of the Aging and Adult Services AIDS Case Management Program and the Public Health AIDS Program for the term March 1, 2008 through June 30, 2010 for a maximum obligation of $297,875.

BACKGROUND:

The California Department of Public Health, Office of AIDS has awarded Aging and Adult Services AIDS Case Management and the San Mateo Public Health AIDS Program funding for Fiscal Years 2007-08 through 2009-10. This funding will be used to provide program services targeting HIV positive individuals who are at high-risk for transmitting HIV and for whom other prevention interventions have not proven successful.

 

DISCUSSION:

A Request for Proposals to provide risk reduction counseling to HIV positive individuals for the period of March 1, 2008 through June 30, 2010 was released in December 2007. HRTC was the only organization to respond and was selected by the evaluation committee. HRTC has a five-year history of successfully providing harm reduction training and therapy to public health clinics such as the Mission Neighborhood Resource Center, Tenderloin Health Center and Central City Hospitality House, as well as to community-based organizations such as the San Francisco AIDS Foundation, Shelter Incorporated in Contra Costa and Southeastern AIDS Training and Education Center.

HRTC will provide one full-time equivalent, licensed or license-eligible mental health provider, who will provide risk reduction counseling to HIV positive clients. This position will provide services to an on-going caseload of 9-12 clients of the Aging and Adult Services AIDS Case Management Program and 25-30 clients of the Public Health AIDS Program and will participate in multi-disciplinary team meetings and case conferences. Contractor will also provide clinical consultation and training to staff of both Public Health and Aging and Adult Services.

 

The Agreement has been reviewed and approved by County Counsel and Risk Management. The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of the Agreement is March 1, 2008 through June 30, 2010. The maximum obligation for the Agreement is $297,875. Funds in the amount of $60,208 are included in Public Health FY 2007-08 Adopted Budget and $9,667 are included in the Aging and Adult Services FY 2007-08 Adopted Budget. Budgets for FY 2008-09 and 2009-10 will include annual allocations in the amount of $85,000 for Public Health Services and $29,000 for Aging and Adult Services. There is no Net County Cost associated with this Agreement.
