SUBJECT:

Amendment One to the Agreement with the California Department of Aging for Title III/VII of the Older American’s Act of 1965 and the Community-Based Services Program for Fiscal Year 2007-08

 

RECOMMENDATION:

1.

Adopt a Resolution authorizing the execution of Amendment One to Agreement No. AP-0708-08 with the California Department of Aging (CDA) for the addition of one-time-only funding for Fiscal Year 2007-08 increasing the amount by $247,327 for a maximum obligation of $3,288,080; and

2.

Approve an Appropriation Transfer Request recognizing unanticipated revenue in the amount of $247,327 and increasing appropriations in Provider Services Programs - Aging and Adult Services ($247,327)

Aging and Adult Services (AAS) strives to provide services to at-risk individuals in order to help them remain in the most independent setting possible. The provision of these services to this targeted population is a division-wide performance measure. With the assistance of the services provided through Title III/VII Older Amercians Act (OAA) funding and Community-Based Services Program (CBSP) funding, we have met this measure as a Division.

BACKGROUND:

This Board has designated itself as the Area Agency on Aging (AAA) of San Mateo County to carry out State-funded programs pursuant to the OAA of 1965. Every four years, the AAA is required to submit a Planning and Service Area Plan (Plan) for aging services to CDA. The State also requires that counties submit annual updates identifying revised goals and objectives for the upcoming fiscal year in order to claim their allotted OAA funds, which are determined through a Statewide funding formula. The Plan provides a profile of the County’s senior population, identifies activities to improve and expand existing services as well as to develop new programs designed to address current Countywide needs, and recommends services to be funded with San Mateo County’s allocation.

 

On July 12, 2005, your Board approved the Strategic Plan for Services to Older Persons and Adults with Disabilities for 2005-09. This plan, together with the annual budget, fulfills CDA’s requirements and generates a contract from CDA for funding.

 

On August 7, 2007, your Board authorized Resolution No. 068900 approving Agreement No. AP-0708-08 with CDA in the amount of $3,040,753 in Title III/VII and CBSP funding for Fiscal Year 2007-08.

 

DISCUSSION:

The additional one-time-only funds will be used to enhance services to older adults in the community such as the purchase of equipment for nutrition programs; special home and community-based projects; training or events to assist seniors, family members and/or caregivers; and the development of resources, materials, and outreach efforts in multiple languages to increase community education and awareness of programs and services available in the County.

 

County Counsel has reviewed and approved the Resolution, ATR, and Amendment as to form.

 

FISCAL IMPACT:

The term of the Agreement remains July 1, 2007 through June 30, 2008. The maximum obligation for this Agreement is increased by $247,327 in federal funds, from $3,040,753 to a new maximum obligation of $3,288,080. There is no impact on the Net County Cost as a result of this action.
