Authorizing the execution of a First Amendment to the Agreement with San Mateo County Community College District to provide educational services extending the term by six months to August 30, 2008 and increasing the amount by $130,999 to $229,945.

The Agreement with San Mateo County Community College District contributes to this commitment and goal by providing career education and retraining, and an opportunity for job placement allowing participants to become self-sufficient.

BACKGROUND:
|
The San Mateo County Workforce Investment Board (WIB) seeks to provide training and career pathways that will assist residents in finding jobs that pay a self-sufficient wage. The WIB has identified the bio-technology industry as a sector with multiple employment opportunities and strong career paths. The WIB in collaboration with the Human Services Agency and San Mateo Community College District will provide training through its Gateway Program to prepare disadvantaged residents for the opportunity to enroll in the Bio-Manufacturing Certificate Program.

DISCUSSION:
|
The First Amendment increases the amount of the Agreement and extends the term for the purpose of extending the Gateway Program by offering an additional session and by adding a Bio-Manufacturing Certificate Program session. The Gateway Program is a contextualized basic skills program aimed at preparing Workforce Investment Act participants to satisfy the Math and English prerequisites for the Bio-Manufacturing Certificate Program. The Bio-Manufacturing Certificate Program is a program aimed at preparing WIA participants for employment in various Manufacturing positions in the Biotechnology industry.

San Mateo County Community College District is the only college district that offers the Gateway Program and its unique elements, which include the learning community program and a biotech training program designed specifically around the requirements of the Bio-Manufacturing Certificate Program. These unique elements and the fact that the funding from the Bay Area Workforce Collaborative Grant was specifically issued for the Gateway Program and the Bio-Manufacturing Certificate Program make San Mateo Community College District a sole source provider for these services. The Board of Supervisors is therefore asked to waive the RFP requirement.

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has approved the First Amendment as to form and Risk Management has approved the Contractor’s insurance.

FISCAL IMPACT:
|
The amount of the Agreement is increased by $130,999, from $98,946 to $229,945. The term of this Agreement is extended from February 28, 2008 to August 30, 2008. Funding is included in the FY 2007-08 Adopted Budget. The increased amount of $130,999 is fully funded through Bay Area Workforce Collaborative Grant funds. There is no Net County Cost.
