Approval and Adoption of the Final Coyote Point Recreation Area Master Plan, Certification of the Mitigated Negative Declaration, Adoption of Findings, and Adoption of the Mitigation Monitoring and Reporting Plan

 

RECOMMENDATION:

A.

Conduct a public hearing.

B.

Adopt a resolution:

1.

Approving and adopting the Final Coyote Point Recreation Area Master Plan; dated September 2006; and

2.

Certifying that the Mitigated Negative Declaration and the Mitigation and Monitoring and Reporting Plan are complete, correct and adequate and prepared in accordance with the California Environmental Quality Act; and

3.

Adopting findings; and

4.

Adopting the Mitigation Monitoring and Reporting Plan.

   

VISION ALIGNMENT:

Commitment: Preserve and provide people access to the natural environment.

 

Goals 14 and 15: Preserve and enhance the important natural resources through environmental stewardship, and provide residents with nearby access to green space such as park and recreational opportunities.

 

This Master Plan contributes to these goals by examining best uses for the

Recreation Area. The Mitigated Negative Declaration contributes by ensuring the environmental impacts of the Plan are indentified, avoided or mitigated to a level of less than significant.

 

BACKGROUND:

The Parks Director in 2002 placed the environmental review process for the Plan on hold. The Board of Supervisors in 2006 allocated funding to complete the environmental review process. The Plan was updated In the summer of 2006 to incorporate improvements to the Recreation Area and new regional opportunities.

 

DISCUSSION:

The 2006 update of the Plan included the following changes:

Coyote Point Bay Trail Design Plans (Completed)

2.

Coyote Point Promenade Repair Design Plans (In process)

 

New Magic Mountain Playground (Constructed)

3.

Proposed Relocation of Beach Concessionaire Building

5.

Proposed Performing Arts/Community Center (Site of former restaurant)

6.

Proposed Replacement of Rifle Range (when relocated) with Parking Structure for Performing Arts/Community Center

7.

Proposed Bay Trail Launching and Camping Facility near Yacht Club

8.

Expanded Study Areas: Peninsula Humane Society Site (should they relocate), Shoreline Stabilization and Beach Area, Former Restaurant Site, Knoll Area, San Francisco Bay Trail Camping Improvements, and Third Basin at the Marina

9.

Recommendations for Phased Improvements

 

A Mitigated Negative Declaration was prepared for the Plan with a 30-day public review and comment period from September 23 through October 23, 2007. An October 4, 2007 public hearing was held by the County’s Parks and Recreation Commission to receive comments. Mr. Eric Richert, Coyote Point Museum Board member, commented on parking and traffic impact concerns. Park staff responded that Mitigation Measure 6, related to parking demand for the Performing Arts/Community Center, could have a third alternative added to it to require that the leaseholder provide a subsidy for enhancing existing public transit service to the Recreation Area. The Commission voted unanimously to recommend that the Board of Supervisors adopt the Plan and that staff respond to issues raised to complete the environmental review process.

Written comments on the Mitigated Negative Declaration were received from the Coyote Point Museum, the California Department of Fish and Game, and CalTrans. The Museum’s comments were about parking and traffic concerns related to the proposed Performing/Community Center; construction disruption; potential additional directional and interpretive signage; future plans for the Marina’s third basin; and potential Museum growth. Fish and Game commented on the potential for impacts to plants or animals on the California Endangered Species Act. CalTrans commented that transit opportunities should be explored; the traffic report needed clarification; and an encroachment permit was required for any improvements in the Hwy. 101 right-of-way. Responses to all of these written comments were made and are found in Appendix C of the Mitigated Negative Declaration.

 

FISCAL IMPACT:

In 2006 the Board of Supervisors directed staff to pursue environmental review for the Coyote Point Recreation Area Master Plan and allocated funding to do so. Following approval of the Plan and certification of the Mitigated Negative Declaration, next step will be to initiate fund raising and implement the Plan.
