AN ORDINANCE AMENDING SECTIONS 2.24.030 AND 2.24.040 OF CHAPTER 2.24 OF TITLE 2 OF THE SAN MATEO COUNTY ORDINANCE CODE CHANGING THE MEMBERSHIP COMPOSITION OF THE COMMISSION BY NAMING THE DIRECTOR OF THE COUNTY HEALTH DEPARTMENT AS A REQUIRED MEMBER AND MODIFYING THE TERM DESCRIPTIONS TO ADD FLEXIBILITY FOR THE BOARD WITH REGARD TO BOARD APPOINTED MEMBERS

 

The Board of Supervisors of the County of San Mateo, State of California, ORDAINS as follows

 

SECTION 1. Section 2.24.030 of Chapter 2.24 of Title 2 of the San Mateo County Ordinance Code is amended to read as follows:

 

2.24.030 Commission membership

 

The Commission shall consist of nine members who shall be: (a) one member of the Board of Supervisors, (b) the Director of the County Health Department, (c) the Director of the County Human Services Agency, (d) the County Superintendent of Schools, and (e) five members appointed by the Board of Supervisors from among the following categories: recipients of project services included in the County Strategic Plan; educators specializing in early childhood development; representatives of a local child care resource or referral agency or a local child care coordinating group; representatives of a local organization for prevention or early intervention for families at risk; representatives of community-based organizations that have the goal of promoting nurturing and early childhood development; representatives of local school districts; and representatives of local medical pediatric or obstetric associations or societies.

 

SECTION 2. Section 2.24.040 of Chapter 2.24 of Title 2 of the San Mateo County Ordinance Code is amended to read as follows:

 

2.24.040 Terms, vacancies and removal

 

(a)

The members appointed pursuant to section 2.24.030(e) of this chapter shall serve 3-year terms and shall serve at the pleasure of the Board of Supervisors. The members of the Commission described in section 2.24.030(e) of this chapter shall be classified by the Board of Supervisors so that their terms are staggered, and shall serve until the appointment of the member’s successor unless the termination of their membership is for one of the reasons listed in section 2.24.040(b). Members serving pursuant to sections 2.24.030(a) through (d) of this chapter shall serve without term limit but only as long as they hold their specified County offices.

   

(b)

A vacancy on the Commission shall occur upon the end of the incumbent’s term and on the happening of any of the following events before the expiration of the term.

 

1.

Removal of the incumbent for any reason by the Board of Supervisors, including ceasing to be a representative from the category for which they were chosen.

 

2.

Death of the incumbent.

 

3.

Resignation of the incumbent.

 

Vacancies shall be filled for the unexpired portion of the term in the same manner used to select members chosen under section 2.24.030(e) of this chapter.

   

(c)

Members of the Commission selected pursuant to section 2.24.030(e) of this chapter may serve no more than two consecutive full terms of service.

 

SECTION 3. This Ordinance shall be effective thirty (30) days from the passage date thereof.
