RESOLUTION: (A) WAIVING THE REQUEST FOR PROPOSAL AND (B) AUTHORIZING THE EXECUTION OF A FIRST AMENDMENT TO THE AGREEMENT WITH SAN MATEO COUNTY COMMUNITY COLLEGE DISTRICT TO PROVIDE EDUCATIONAL SERVICES EXTENDING THE TERM BY SIX MONTHS TO AUGUST 30, 2008 AND INCREASING THE AMOUNT BY $130,999 TO $229,945

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, the County and the San Mateo County Community College District entered into Agreement on September 25, 2007, in the amount of $98,946 for the purpose of providing a session of the Gateway Program for the purpose of offering a contextualized basic skills program aimed at preparing Workforce Investment Act participants to satisfy the Math and English prerequisites for the Bio-Manufacturing Certificate Program or other Biotech related degree programs; and

 

WHEREAS, San Mateo County Community College District is the only college district that offers the Gateway Program and its unique elements, which include the learning community program and a biotech training program designed specifically around the requirements of the Bio-Manufacturing Certificate Program and other biotech programs in the community. These unique elements and the fact that the funding from the Bay Area Workforce Collaborative Grant was specifically issued for the Gateway Program and the Bio-Manufacturing Certificate Program make San Mateo Community College District a sole source provider for these services. The Board of Supervisors is therefore asked to waive the RFP requirement.

 

WHEREAS, the County and the San Mateo County Community College District wish to enter into a First Amendment to the Agreement to increase the amount by $130,999 for a total obligation of $229,945 and extend the term by six months to August 30, 2008 for the purpose of adding a Gateway Program session and a Bio-Manufacturing Certificate Program session; and

 

WHEREAS, such services comply with Workforce Investment Act program specific requirements; and

 

WHEREAS, This Board has been presented with a form of such First Amendment to the Agreement and said Board has examined and approved same as to both form and content and desires to enter into the same, and believes it is in the best interest of the County to waive the RFP process in connection with the same.

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that

A. The Request for Proposal Process is waived; and

B. That the President of this Board of Supervisors is hereby authorized and directed to execute said First Amendment to the Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President's signature thereto.
