SUBJECT:

Fire Alarm System Replacement, Cordilleras Mental Health Rehabilitation Center, 200 Edmonds Road, Redwood City, California (County Project No. P12K1)

 

RECOMMENDATION:

Adopt a resolution:

 

1.

Authorizing the President of the Board of Supervisors to execute a contract with Kitech Security Systems, Inc. in the amount of $165,000 for the Fire Alarm System Replacement at Cordilleras Mental Health Rehabilitation Center.

 

2.

Authorizing the Director of Public Works to execute contract revision orders related to the Fire Alarm System Replacement at Cordilleras Mental Health Rehabilitation Center not exceeding $16,500 in aggregate, which is ten percent (10%) of the contract amount.

 

VISION ALIGNMENT:

Commitment: Ensure basic health and safety for all.

Goal 7: Maintain and enhance the public safety of all residents and visitors.

 

This project contributes to the commitment and goal by awarding a contract to replace a major Mental Health Services facility life safety system for the benefit of both the public and employees that use this facility.

 

PREVIOUS BOARD ACTION:

1.

Adopted Resolution Number 069217 on January 8, 2008, which adopted plans and specifications, and called for sealed proposal for the proposed work.

 

HISTORY:

The existing fire alarm equipment in the Cordilleras facility is over 30 years old, has reached the end of its expected life and is in need of replacement.

 

On Tuesday, February 5, 2008, bids were accepted for this project and subsequently referred to this office for review and recommendation.

 

DISCUSSION:

The bids have been reviewed and the bid by:

 

Kitech Security Systems, Inc.

200 Valley Drive, Suite #10

Brisbane, CA 94005

 

for $165,000 was the lowest bid received.

 

The Engineer’s estimate was $232,000. A summary of the bids received is illustrated on Exhibit “A”:

 

We have reviewed the lowest bidder’s proposal and believe it accurately reflects the costs for this work.

 

The contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

A resolution has been approved as to form by County Counsel.

 

FISCAL IMPACT:

The project is funded in the Capital Projects Budget by general funds for Health Services Projects.
