RESOLUTION: 1) WAIVING THE REQUEST FOR PROPOSALS (RFP) PROCESS; AND 2) AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE THE THIRD AMENDMENT TO THE AGREEMENT WITH THE SAN MATEO COMMUNITY HEALTH AUTHORITY TO: DECREASE THE COVERAGE RATE BY $17.66 PER-MEMBER PER-MONTH, FOR A NEW COVERAGE RATE OF $74.47, EFFECTIVE FEBRUARY 12, 2008; CHANGE THE AGREEMENT TERM FROM FEBRUARY 12, 2005 THROUGH FEBRUARY 11, 2008, TO FEBRUARY 12, 2005 THROUGH DECEMBER 31, 2009; AND INCREASE CONTRACT AMOUNT BY $160,765, FOR RETENTION EFFORTS OF FAMILIES ENROLLED IN THE HEALTHY KIDS PROGRAM AND CONSULTING ACTIVITIES RELATED TO ONE-E-APP

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, Ordinance Code Section 2.92.160 authorizes the Board of Supervisors to waive the Request for Proposals (RFP) process in any situation where the Board of Supervisors determines that the best interest of the County could be served without the necessity of proposals; and

 

WHEREAS, it is in the best interest of the County to waive the RFP process due to the San Mateo Health Authority being a sole-source provider of the Healthy Kids program administration; and

 

WHEREAS, on May 24, 2005, the Board of Supervisors approved an Agreement for the period February 12, 2005 through February 11, 2008, whereby the San Mateo Health Authority will support the Children’s Health Initiative by administering health insurance, medical, dental, and vision benefits for Healthy Kids (HK) eligible children; and

 

WHEREAS, on October 17, 2006, the Board of Supervisors approved an Amendment to the Agreement effective February 12, 2006 to add funding for retention efforts and to include an “at-risk” premium arrangement through which the Authority receives a payment rate of $91.45 per-member per-month; and

 

WHEREAS, on June 26, 2007, the Board of Supervisors approved an Amendment to the Agreement effective February 12, 2007 to add funding for retention efforts and to include an “at-risk” premium arrangement through which the Authority receives a payment rate of $92.13 per-member per-month; and

 

WHEREAS, both parties now wish to amend the Agreement to provide health coverage to Healthy Kids members at a rate not to exceed $74.47; as of February 12, 2008 the Authority will be paid a maximum amount of $136,765 for retention efforts targeting HK families and $24,000 to fund a consultant who will provide program support for the One-e-App web-based application processing system; and change the Agreement term from February 12, 2005 through February 11, 2008, to February 12, 2005 through December 31, 2009; and

 

WHEREAS, this Board has been presented with this Third Amendment to the Agreement and said Board has examined and approved same as to both form and content and desires to enter into said Amendment:

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Request for Proposals process is hereby waived and the President of this Board of Supervisors be, and is hereby authorized and directed to execute the Amendment to the Agreement for and on behalf of the County of San Mateo, and the Clerk of the Board shall attest the President’s signature thereto.
