Amendment A01 to the Agreement with the California Department of Public Health for HIV-1 Viral Load Testing

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute Amendment A01 to Agreement No. 05-45217 with the California Department of Public Health to provide 50 additional viral load tests for Fiscal Year 2007-08, increasing the amount of the Agreement by $5,000 for a total obligation of $155,000.

The Agreement contributes to the commitment and goal by facilitating the viral load testing process and by reducing the amount of time needed to obtain test results.

BACKGROUND:

For the past eight years, the California Department of Public Health (CDPH) has provided reimbursement to the San Mateo County Public Health Laboratory (PHL) for Viral Load Testing Vouchers (VLT). This reimbursement decreases the County’s cost for testing clients who are ineligible for Medi-Cal. As one of the participating viral load test laboratories in California, PHL provides human immunodeficiency virus (HIV-1) viral load testing services to clients of the San Mateo County AIDS Program. The HIV-1 virus is the most common serotype that causes AIDS. A viral load test measures the amount of HIV in a sample of blood. The test shows how well the patient’s immune system is controlling the virus and provides the medical provider with information to determine treatment options.

On October 18, 2005, your Board approved Agreement No. 05-45217 with CDPH for $150,000 for the term July 1, 2005 through June 30, 2008 to fund HIV-1 viral load testing.

DISCUSSION:

The current Agreement with CDPH allows for up to 500 viral load tests to be reimbursed annually. Viral load testing is the standard of care in monitoring viral replication and evaluating the success of treatment. The increased funding in Amendment A01 will benefit 50 additional clients who will receive viral load testing during Fiscal Year 2007-08. This Amendment was received by our office in late December 2007.

 

County Counsel has reviewed and approved the Amendment and Resolution as to form.

 

FISCAL IMPACT:

The term of the Agreement remains July 1, 2005 through June 30, 2008. Amendment A01 increases funds by $5,000, bringing the total Agreement amount to $155,000. These funds are included in the Public Health FY 2007-08 Adopted Budget. There is no Net County Cost associated with this Amendment.
