Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

Goal 20:

Government decisions are based on careful consideration of future impact, rather than temporary relief or immediate gain.

The addition of six positions, deletion of five positions, reclassification of two positions, converting of two classified positions to unclassified, adjusting the salary differential for one classification, and adjusting the salary for two management positions will assist departments in meeting their individual performance expectations by assuring that they have staff with the skills necessary to perform the work. The conversion of the three unclassified positions implements the will of the voters as reflected in their passage of Measure D.

Background

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County service. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make changes to department staffing configurations.

Discussion

The salary ordinance changes herein represent:

adding six positions,

deleting five positions,

converting two classified positions to unclassified

adjusting the salary differential for one classification

adjusting the salary for two management positions, and

converting three unclassified positions to classified status as required by Measure D.

These actions were approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

The specific actions are discussed in detail below.

 
 

ORGANIZATION 13000 ASSESSOR-COUNTY CLERK-RECORDER

 

Action:

Delete: One position of B028, Graphics Specialist - Unclassified

Biweekly Salary: $1,953.60 – $2,441.60

Approximate Monthly Salary: $4,233.000 – $5,291.00

Add: One position of B032, Elections Graphics Specialist - Unclassified

Biweekly Salary: $2,004.00 - $2,504.76

Approximate Monthly Salary: $4,342.00 – 5,427.00

 

Explanation:

This is the deletion of one vacant Graphics Specialist – Unclassified position and the addition of one Elections Graphics Specialist – Unclassified position. The addition of this classification will assist the department in fulfilling the mandate of the U.S. Department of Justice, pursuant to the federal Voting Rights Act, that all of the County’s elections materials are provided in Chinese (Mandarin) and Spanish. This action represents a monthly salary and benefits cost of $186.00. There is no change in the total number of authorized positions.

 
 

ORGANIZATION 14000 CONTROLLER’S OFFICE

 

Action:

Add: 10% to the current salary differential being paid to E093, Senior Internal Auditors who are assigned to conduct operational/management audits.

Explanation:

This is an additional 10% salary differential for E093, Senior Internal Auditors assigned to conduct operation/management audits. This classification has been surveyed and the salary was found to be behind its comparables. This action represents a monthly salary and benefits cost of $4,734.00. There is no change in the total number of authorized positions.

Biweekly Salary: $2,220.00 - $2,775.20

Approximate Monthly Salary: $4,810.00 - $6,013.00

Explanation:

This is the reclassification of one vacant position of Fiscal Office Services Supervisor. This position has been studied and determined to be appropriately classified as Administrative Assistant II-E. This action represents a monthly salary and benefits cost of $989.00. There is no change in the total number of authorized positions.

 

Action B:

Add: 5% to the base pay, in addition to all other compensation, for the Undersheriff to address compaction issues.

Explanation:

This is the addition of 5% to the base pay, in addition to all other compensation, of the Undersheriff. This action represents a monthly salary and benefits cost of $661.00. There is no change in the total number of authorized positions.

 

Action C:

Add: 5% to the base pay, in addition to all other compensation, for the Assistant Sheriff to address compaction issues.

Explanation:

This is the addition of 5% to the base pay, in addition to all other compensation, of the Assistant Sheriff. This action represents a monthly salary and benefits cost of $630.00. There is no change in the total number of authorized positions.

 

Action D:

Convert: One position of B007, Lead Crime Analyst - Unclassified

Biweekly Salary: $2,584.00 - $3,230.40/month.

Approximate Monthly Salary: $5,599.00 - $7,000.00

To: Classified Status

 

Explanation:

This is the conversion of one position from unclassified status to classified status. Measure D adopted by the voters in November 2004 requires that any unclassified positions continuously filled for at least three years be converted to classified status. This position meets that requirement. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions.

 

Action E:

Convert: One position of B010, Crime Analyst - Unclassified

Biweekly Salary: $2,349.60 - $2,936.80/month.

Approximate Monthly Salary: $5,091.00 - $6,364.00/month.

To: Classified Status

This is the conversion of one position from unclassified status to classified status. Measure D adopted by the voters in November 2004 requires that any unclassified positions continuously filled for at least three years be converted to classified status. Additionally, the conversion will address the department’s need for an on-site supervisor to oversee day-to-day activities in the Call Center. This action represents a monthly salary and benefits cost of $381.00. There is no change in the total number of authorized positions.
