Agreement with Metropolitan Transportation Commission

 

RECOMMENDATION:

Adopt a Resolution authorizing the execution of a revenue Agreement with Metropolitan Transportation Commission to fund services under the Ways to Work Family Loan Program (WtW) for the term of July 1, 2007 through June 30, 2009 in the amount of $250,000.

The Agreement with the Metropolitan Transportation Commission contributes to this commitment and goal by providing funding for loans to low-income families for the purpose providing a reliable auto, auto repairs and other auto expenses leading to self-sufficiency.

BACKGROUND:

The Ways to Work Family Loan Program (WtW) has been in operation since 1998 and is a program of the Metropolitan Transportation Commission. This program provides low-interest loans to help low-income families cope with expenses that interfere with their ability to maintain self-sufficiency. WtW provides loans to help families with: the purchase of a reliable, safe automobile to get to work on time; repairs for their automobile; or car insurance. These loans help families to establish a positive credit history, reduce work time missed, reduce time in transit to work and increase their opportunities to attend job-related education programs. Applicants who are approved for loans also receive budget counseling to learn how to make the most of their income.

 

On May 15, 2007, by Resolution Number 068734, the Board of Supervisors accepted a grant in the amount of $250,000 from the Metropolitan Transportation Commission that would be administered by the County of San Mateo for the WtW Program.

 

DISCUSSION:

The Metropolitan Transportation Commission is administering the funding from the grant accepted by Resolution Number 068734 for the WtW program through this Agreement. The Human Services Agency will be responsible for monitoring the WTW program and distributing funds to the Family Services Agency of San Mateo County as required by the grant. The processing of this Agreement was delayed as the Human Services Agency received it in December 2007.

 

County Counsel has reviewed and approved the revenue Agreement as to form. The Metropolitan Transportation Commission has waived insurance requirements for the County.

 

FISCAL IMPACT:

The Amount of this Agreement is $250,000. The term of this Agreement is from July 1, 2007 through June 30, 2009. The Agreement is fully funded by the Metropolitan Transportation Commission. Of the total amount, $125,000 is included in the FY 2007-08 Adopted Budget and $125,000 will be included in the FY 2008-09 Recommended Budget. There is no Net County Cost.
