COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION CONGRATULATING AND COMMENDING

Clarise Ann Blanchard

Upon Her Induction Into The

San Mateo County Women’s Hall of Fame

WHEREAS, Clarise Ann Blanchard has devoted her life to helping girls and women overcome the myriad challenges related to domestic violence, substance abuse, mental health issues and incarceration; and

   

WHEREAS, through her creation of the county’s Women’s Enrichment Center, Clarise helped break the cycle of poverty by identifying clients – many with children – and their special or multiple needs and providing proper services; and

   

WHEREAS, in 2003, Clarise served on the steering committee that established the uniquely successful GIRLS Program, tailored for female juvenile offenders, uncovering their internal assets and fostering healthier life choices; and

   

WHEREAS, under Clarise’s experienced guidance that same year, the newly formed Youth and Family Enrichment Services agency integrated strength-based, holistic methods in more than 20 programs focused on results and respect; and

   

WHEREAS, Clarise’s selfless commitment to ensure no one “slips through the cracks” has earned her the deserved title of Mother Teresa of co-occurring disorders, as she empowers and improves the lives of some of the most marginalized and forgotten people of San Mateo County.

   

NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of San Mateo County congratulates Clarise Ann Blanchard upon her induction into the San Mateo County Women’s Hall of Fame. The Board hereby extends to Clarise and her family its gratitude and adds sincere wishes for continued excellence.
