RESOLUTION SUPPORTING SENATE BILL 1527 BY STATE SENATOR LELAND YEE DESIGNATING THE COW PALACE AS SURPLUS PROPERTY.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that
|
|
WHEREAS, the Cow Palace, owned and governed by the 1-A District Agricultural Association, Division of Fairs and Expositions, California Department of Food and Agriculture, is located within the jurisdiction of the City of Daly City, County of San Mateo, and the Daly City Redevelopment Agency, and the property is specifically within the Bayshore neighborhood of Daly City; and

WHEREAS, the Bayshore neighborhood currently comprises primarily single-family and multi-family dwellings, with limited commercial and industrial zoning; and
|
|
WHEREAS, the City of Daly City and the Daly City Redevelopment Agency’s community-approved Bayshore Redevelopment Area Plan calls for the elimination of blight and the creation of balanced land uses to foster employment, appropriate housing, open space and retail services to improve the quality-of-life of residents and to enhance the area’s overall economy; and

WHEREAS, the Cow Palace, in its present condition, is outdated, financially non-viable, inappropriate with the surrounding neighborhood and faces the burgeoning challenges of aging and deteriorating physical structures, continuing non-compliance with current seismic standards and continuing non-compliance with access requirements mandated by the federal Americans with Disabilities Act; and

WHEREAS, the entire Cow Palace site is approximately 100 acres of flat, developable, accessible land, presenting a tremendous opportunity for the city and county to meet the existing and future needs of the surrounding community, including those north of the county line, in San Francisco.

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Board of Supervisors does hereby support the intentions of Senate Bill 1527 by California state Senator Leland Yee to declare the Cow Palace as surplus property.
