BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION AUTHORIZING (1) IMPLEMENTATION OF A NEW RETIREE HEALTH BENEFIT FOR NEW EMPLOYEES WHO ARE HIRED AFTER APRIL 1, 2008 IN MANAGEMENT, DEPUTY DISTRICT ATTORNEY, COUNTY COUNSEL, AND CONFIDENTIAL CLASSIFICATIONS, AND ELECTED OFFICIALS WHO ARE NEWLY ELECTED AFTER APRIL 1, 2008; (2) WAIVER OF REQUEST FOR PROPOSALS PROCESS; AND (3) THE HUMAN RESOURCES DIRECTOR TO EXECUTE AN AGREEMENT WITH HARTFORD, UPON APPROVAL BY COUNTY COUNSEL, FOR THE PROVISION OF INVESTMENT OPTIONS FOR PARTICIPANTS AND ADMINISTRATIVE SERVICES FOR ADJUDICATION OF CLAIMS.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, management employees account for the greatest per capita cost under new standards established by the Government Accounting Standards Board for disclosing liabilities and annual required contributions related to other post-employment benefits (OPEB); and

WHEREAS, the County desires to reduce the growth of its unfunded OPEB liability as well as restructure its retiree health benefit to provide more equity among all employees; and

WHEREAS, the County desires its contributions toward retiree health care for Management, Attorney, and Confidential employees (not including current non-management employees that are promoted into management classifications) hired after April 1, 2008, and Elected Officials newly elected after April 1, 2008, to be capped at $700 per month for each unused 8 hours of sick leave at retirement and that, in lieu of this change, the County will contribute $100 per month to each eligible employee’s retiree health savings account to pay for additional retiree health premiums, and that the County will continue to fully pay for dental and vision premiums for each unused 8 hours of sick leave; and

WHEREAS, the County’s Executive Council has reviewed and approved these changes to management retiree health benefits; and

WHEREAS, it is in the County’s best interest to waive the Request for Proposals process and enter into an agreement with Hartford to maximize fund returns and minimize individual account expenses;

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Board of Supervisors authorize the implementation of a new retiree health benefit for Management, Attorney, and Confidential employees (not including current non-management employees that are promoted into management classifications) hired after April 1, 2008, and Elected Officials newly elected after April 1, 2008, the waiver of the Request for Proposal process, and the Human Resources Director to execute an agreement with Hartford, upon approval by County Counsel, for the provision of investment options for participants and administrative services for adjudication of claims.
