Agreement with the City of Daly City

   

RECOMMENDATION:

Adopt a Resolution:

1) Waiving the Request for Proposals requirement to select providers of community capacity building and mental health services; and

 

2) Authorizing the President of the Board to execute an Agreement with the City of Daly City for mental health services and other services for the term January 1, 2008 through June 30, 2010, for a maximum obligation of $310,380; and

 

3) Authorizing the Director of Health or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

The Agreement contributes to this commitment and these goals by providing mental health services and prevention of childhood obesity services to residents living in the northern region of San Mateo County.

BACKGROUND:

The Daly City Collaborative (DCC) has provided community outreach and support services to the residents living in the northern region of San Mateo County since 1995. A program of DCC, Our Second Home (OSH), provides early intervention and treatment services to children zero to five years of age and their families. OSH also provides differential response early intervention services for families at risk of becoming involved in the child welfare system. First Five terminated funding for OSH in July 2007. Subsequently, leaders from the Health Department, the Human Services Agency, DCC, and the City of Daly City discussed areas of joint priority and funding needed to support DCC’s growing role in the development of community schools, and its continuum of services to families with young children. A commitment was made to support OSH for the next three years.

 

DISCUSSION:

The Health Department will support the DCC to continue its role in community capacity building. Through this Agreement, the Health Department is providing partial funding to support DCC’s coordination of stakeholders to address issues of concern common to both agencies. This funding will complement funding provided by the City of Daly City and school districts in northern San Mateo County.

 

This Agreement will also fund a full-time mental health clinician and a one-time pilot project to incorporate a key component of the Health Department’s work on the prevention of childhood obesity. Behavioral Health and Recovery Services (BHRS) is providing funding for a mental health counselor at OSH. Health Policy and Planning is providing one-time partial funding for OSH’s cooking and nutrition classes targeting child care providers, parents, and young children in northern San Mateo County. The classes enable OSH to pilot nutrition, physical activity and television viewing standards developed by the Get Healthy San Mateo County (formerly called the San Mateo County Prevention of Childhood Obesity Task Force).

 

We are requesting a waiver of the requirement for a Request for Proposals process to contract with this provider. DCC is uniquely positioned in Daly City to provide expanded capacity building services and mental health services to clients of OSH.

 

The term of the Agreement is January 1, 2008 through June 30, 2010. The Agreement has been reviewed and approved by County Counsel and Risk Management. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The Agreement maximum is $310,380. The maximum for FY 2007-08 is $110,380 which will be funded 100% through Net County Cost. Funds have been included in the Adopted FY 2007-08 Budgets for Health Policy and Planning ($35,380) and BHRS ($75,000). For both FY 2008-09 and FY 2009-10 costs will be $100,000 per year, with the Net County Cost being $25,000 each year for the Health Policy and Planning portion of the Agreement, and $63,750 for the BHRS portion. BHRS expects to generate $11,250 in State and Federal Medi-Cal funding for mental health services in FY 2008-09 and in FY 2009-10.
