Amendments to 16 provider Agreements to increase funding and enhance services

   

RECOMMENDATION:

Adopt a Resolution:

1)

Authorizing the President of the Board to execute Amendment One to the Agreements with Alzheimer’s Association of Northern California and Northern Nevada; Avenidas; Catholic Charities CYO; City of Daly City; City of Pacifica; City of San Mateo; Coastside Adult Day Health Center; Edgewood Center for Children and Families; Family Service Agency; Legal Aid Society; Mills-Peninsula Senior Focus; Ombudsman Services of San Mateo County, Inc.; Peninsula Volunteers, Inc.; Self-Help for the Elderly; Senior Coastsiders; and Sequoia Hospital for the provision of supportive, nutrition and community-based services to expand services and increase funding by $247,564 from $3,317,549 to $3,565,113 with no change to the term of July 1, 2007 through June 30, 2008; and

2)

Incorporating State required language regarding a grievance procedure specific to the Agreement with Ombudsman Services of San Mateo County, Inc.

 

VISION ALIGNMENT:

Commitment: Ensure basic health and safety for all.

Goal: 8: Help vulnerable people—the aged, disabled, mentally ill, at-risk youth and others—achieve a better quality of life.

 

Older American’s Act (OAA), Community-Based Services Program (CBSP) and Health Insurance Counseling and Advocacy Program (HICAP) funds contribute to this commitment and goal by providing services to this targeted population. Aging and Adult Services (AAS) strives to provide a continuum of services necessary to allow at-risk seniors and adults with disabilities to remain in the least restrictive setting. The division-wide performance measure is met with the assistance of the services provided through these funds.

BACKGROUND:

On August 14, 2007, your Board authorized Resolution 068920 approving the Agreements with 23 providers for Adult Day Care/Adult Day Health Care, Alzheimer’s Program, Brown Bag Program, Case Management, Congregate Nutrition, Caregiver Support, Health Insurance Counseling and Advocacy Program, Health Promotion/Disease Prevention, Home Delivered Meals, Legal Assistance, Ombudsman Services, Senior Employment and Transportation. The total collective amount of the Agreements was $3,317,549 for the term of July 1, 2007 through June 30, 2008.

 

DISCUSSION:

This year, AAS received additional Federal and State one-time-only OAA, CBSP, and HICAP funding. These funds will be used to purchase equipment and supplies, including outreach materials and emergency supplies, and to fund one-time projects that will enhance service delivery and protection of the County’s frail elderly population. Upon receiving notification of the one-time-only funding, AAS invited current providers to submit proposals for the additional funds. The State and the Commission on Aging have reviewed and approved the distribution of the funds to the 16 providers. The Amendments submitted to your Board incorporate Federal and State one-time-only funds in 16 of the Agreements and the State required language regarding a grievance procedure specific to the Agreement with Ombudsman Services of San Mateo County, Inc.

 

In the Agreements, authorized by Resolution 068920, the Contractors have assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved the Resolution and Amendments as to form.

 

FISCAL IMPACT:

The term of the Agreements with the various providers remains July 1, 2007 through June 30, 2008. The Amendments to 16 provider Agreements represent an increase in Federal and State one-time-only funds in the amount of $247,564 for a total amount of $3,565,113. Funds have been included in the Aging and Adult Services FY 2007-08 Adopted Budget. There is no Net County Cost associated with this action.
